It looks like my building guesseswere definitely in the right direction! This may be the first wordplay I don't foul up completely! And by saying that I know I have cursed myself to abysmal failure!

So... ANT anyone? All the items seem to be in two parts which is probably a hint in and of itself.

The A is on a grating and was tied to a rope on a light post to dangle in the river off the Westminster bridge. The hole it covered was titled "the valley of fear". There is an arrow on the Big Ben side of the bridge pointing to the grating which is on the London Eye side of the Bridge.

The N is on a scratched up double-sided pen (two pen ends or is one the eraser?) with the "dancing men" written on it. The caps fit together to make the "N", but it could be a "Z" as well if you turn it sideways. I don't know where it was found. Abs. edit this post with proper location, please?

The T was a creepy doll with sunglasses. It's head was pulled off to reveal the T on its neck. The doll had "Mazarin Stone written on its chest. It was found at the City Hall.

I wonder if there are more letters since there are more clues?

The first solution that came to mind is "Athena". A which is closest to Big Ben would get repeated twice, once at the beginning and the end per the riddle's ringing bell being the first and second to last lines, and because Athena has A, N and T in it. It seems a bit simplistic though because it ignores the Sherlock part and the mysterious items' meanings.
Spoiler:
Actually, it doesn't ignore the Sherlock part. The Vally of Fear, the Dancing Men and the Mazarin Stone are all Holmes stories, and chances are the strange items the rest of the hints will be related as well. Athena is a good guess and would very likely indicate Minerva Glass as the person to be murdered, since Minerva and Athena are the same goddess in Roman and Greek culture. As to how she'll be killed is currently beyond me.

Okay, now I'm back with the riddle. Now we know what kind of system the murderer used to make this....
Spoiler:
A rolling bell rises me - Big Ben, The Valley of Fear, letter A

I'm a long nosed wizard in a castle -  The Victoria Tower, Buckingham Palace???,

My portion is a chilled boiled egg like a corpse - London City Hall, Mazarin Stone, letter T

I finish up with a whole pickle - Gherkin, Dancing Men, letter N

Now I remember to ask a cake to cerebrate in advance - Baker Street, National Cafe, or maybe London Eye, because the Ferris Wheel looks like a cake???

It rings again for my hatred - Big Ben again?, another letter A??

It tell me to finish everything piercing a white back with two swords - King's Cross, Tower Bridge

Now we're sure, the rest of the riddle will be about other places in London, there will always be some connections with Doyle's novels. "Athena" is a possible answer, but I really don't know why murderer would make so much effort to kill ONE person... What do you think??
Any new ideas about it??

Talking from something that looks like a cake, then there also would be Shakespeare's Globe Theathre.

You're right, it really looks like it, so I put it to the list. I've a feeling that other places must be near to the Big Ben...

Spoiler:
Well, we didn't get all the letters from the every place pointed in the riddle, so I'm not sure. Besides, I don't know why the murderer would use Doyle's novels to code the letters which are the first letters from the name of the other Holmes story...
I thought that the letters together would make a name of the victim or the place where the mass murder will happen.

Spoiler:
As much as I want the Athena theory to be true, there is one letter to few in the name. I also think we should look for the word a#tn#a#, the code seems to indicate that the word starts with an a and ends with whatever we find at King's Cross/Tower Bridge/elsewhere.

Do we know who the woman in picture (with Hades) is? Could it be Diana Kingston, or the mysterious woman (who has lost some weight)?

True, we should think about all the possibilities. Even if we don't know what letter will be find in the certain places, we still can make a guessing game. ^_^ If the order of the letters is important, then "Athena" theory is wrong.

A#TN#A#

Let's start the game~! ^o^

What about the woman, it could be Diana Kingston, blind mother Glass or a stranger... Maybe we will get more information about her after reading the translation.

Spoiler: 746
File 746 only reveals the suspect/s and T N A. Suspect Hades Subaru (heh, Okiya's surname) is a confirmed murderer on the loose. Nothing on the mysterious woman here. Keep speculating, y'all ;)

        Clue    -      Location - Holmes-related clue

Rolling bell rises me - Big Ben - 'The valley of fear': [A]
Long nosed wizard in a castle - There's a Windsor castle in Buckingham palace(?) - ?
Corpse-like chilled egg - Egg-like building @ City Hall - 'Mazarine Stone': [T]
Finish up with a whole pickle - Pickle-like building near egg - 'Dancing men': [N]
Cake - Should be Baker Street -
Rings again - Big Ben again? - [A]?
Two swords piercing a white back - Should be King's Cross -

No problem.  I'm just glad it's romanized in the chapter so we don't have to guess how it's supposed to be pronounced.

Spoiler:
Mmm.....based on the new info, I'm leaning towards the "Athena" theory.  That'd answer who the targeted person is (Athena = Minerva).  Although the riddle would give one extra letter and in the wrong order, it's possible the extra "letter" is a symbol instead.

Again, all Canon acronyms are four letters. I don't think someone using Holmes stories' as clues would use a longer acronym.

As a side note, actions needed to retrieve the letters so far, in case this becomes important for some reason: Pop (...behead?), Twist, Pull up.

Can anyone confirm from the translation the pen was actually found at the Gherkin? It seems like that's the logical place, but I was wondering if it wasn't found on the way over.

Also, I think that it shouldn't be assumed the order of the clues is also the proper order of the letters. Flanking the clue with two "A"s for the tolling bell makes sense, but regarding the egg and the pickle, the Japanese version of the riddle is probably more enlightening. Specifically it says: "fortifying beforehand with an egg", and "finishing up by ... a pickle" I think those before and after time frames are important. If "T" is for the egg beforehand, it might mean "T" is the first letter, or the second if you want the bell's "A" to be first. Ending with the pickle, if it is the "N", it might mean that "N" is the last or second to the last letter. (So AT**NA or TA**AN or)

We also have one sunglasses-and-hat-wearing Hestia to add to the suspect list now. She was in Shinichi's computer search. The hair doesn't match mysterious lady's though. I wonder if she is a younger picture of Momma Glass? Shinichi probably says what Hestia's relationship is to the others, but without a translation...

If the clue for the target doesn't involve any additional Sherlock innuendo, and the target is Minerva, then the Sherlock clues likely point to the location of the crime as the Sherlock Statue Minerva likes to visit before matches. Her presence at the statue is predictable making it a prime location. Also the clue that the murder would occur in front of children might be a reference to the baker street irregulars: children from Sherlock canon who hung around Baker Street and would help Holmes with solving cases. By giving the children his notices, the wannabe-murderer could be making the kids into "irregulars" so to speak. If the murder is on Baker Street where the statue is close to, then it occurs in front of the"baker street irregulars, even if the all the children aren't technically at the scene of the crime.

I still feel like something is missing though. Why the particular items and the particular cases?

I think this is likely given the pictured woman's weight. The picture is old so Diana's hair color may have may lightened in the meantime. The face shape definitely doesn't match mysterious lady's though. Mysterious lady is much leaner looking.

Ran told Shinichi that she picked up one of the many scattered pens around the Gherkin.
The mysterious woman shouldn't be Mrs Glass because she's 'supposed' to be blind.
