How? Walking around England asking about her mother? If she wasn't living in England for some time, she wouldn't know who to talk to or who would know her mother or father.
Also, asking around blindly could make the BO spot her too ;P
So I think she would get to know more about her mother in Japan than in England (in case she doesn't know anyone there, and we don' know if she lived in London or not)
