The recent action has all been in Japan and many hints about the BO have indicated a Japanese home base. I wouldn't be so sure about that. We just don't hear anything anout BO activity abroad. The boss hints point to Japan being the major source of the action. The infamous Nanatsu no ko number might have a Tottori area code; however, the number, including the area code, was altered to prevent prank calls. It is likely the boss is probably Japanese, grew up in Japan, or had Japanese parents, relatives, or spouse as this children's song is not well known elsewhere. In the star case in 45-9, Haibara reacts to the word Kurayoshi, a city in Tottori province. While we refer to him as the boss, we cannot know for sure he's not just a major who might have higher-ups elsewhere. If I turn out to be right and Elena is anokata, then the BO is probably quite active in the UK as well.

I don't think the boss is Elena. Elena carefully left those tapes to Akemi so they can be delivered to Shiho which I am guessing Elena prepared secretly without the Org knowing. The contents of those tapes are definitely expressions of Elena's motherly love for Shiho. Additionally, Elena acquired a nickname which is translated as "the angel that fell into hell." (abs corrected a mistranslation if I remember correctly) Would someone like that order her daughters to be killed? According to the German manga, her nickname was Hell Angel. In any case, this name reminds me of Lucifer, who used to be God's favourite angel. Her personality might have changed at some point.
