Well, assuming my hunch is right then Ai could easily have asked her whether Ayumi has ever been abroad and then she'd know.
Since Agasa is already abroad, finding another adult to travel with her could prove difficult The only possible person that comes to mind is Okiya but you have to make several other assumptions for that to work out

Anyway, as I've already said: She's up to something, but I have no idea to what.

They have to be chaperoned by airport staff around the airport and watched over by hostesses on the plane, but yes, children over five can take flights alone.

mysterious woman can't be Shiho. I know that a lot of people would like to see her in London Case, but I'm sure she won't EVER take a risk and just go as Shiho to London, just because she knows Conan would do something stupid. In Shiragami Case that kind of help was okey, but flying to other continent to be Conan's guard? Pleaseee... She couldn't go as Shiho and as Ai, she couldn't go as Ayumi with her passport, she couldn't even make a passport that fast! Besides, as somebody said, Shiho has smaller nose. It's probably Yukiko, because if it was BO member, it would become BO case, but it's actually normal case in London with ShinRan love story on the background.

Also; I never said that woman was Shiho, I also think it's highly unlikely.
But it's not impossible that she will come to London. Anyway, Shinichi will have to contact her soon if he wants another antidote.
