Impossible. Sugar can't melt at normal boiling heat, and when it does, it dries up quickly. Sugar can only properly be dissolved in your stomach. The needle would only irritate Mouri's neck.

It's solid as first, but disappears with enough heat, or in blood. It would have to be safe to be dissolved into his blood, though. It's impossible to tell what it is made up of, then, but it's obvious it burrows deep into their skin, as Gin had to shoot it out, and Mouri never finds them. Maybe it's the tranquillizer only that is super frozen inside the watch; the watch keeps it cold enough.

This would also explain why Conan can't carry other needles on him as they would end up melting.

Now that you mention it there was that fan comic I read on deviantart about Mouri dying from "slow accumulative poisoning" or something along those lines xD.

I assumed Gin shot himself so the pain would keep him alert, kind of like when Vermouth stabbed herself to escape Conan.

As for a dissolving needle, maybe it's something like this? GA is years ahead of his time! ;D

well, conan hit his arm with the needle. I suppose it was a double sided action? Lose the tranquillizer to stop it from spreading while keeping alert?

His tranquilizer needle hits Kogoro, Kogoro goes unconsious and then the needles just falls off by itself xD

And after everyone is being all gloomy and getting the handcuffs onto the culprit, Conan secretly (no scenes shown) picks up the needle and brings it back to Agasa for refill or disposal. That's how a real criminal/detective commits any crime (playing off the parody) ;D : Take care of the evidence and having an accomplice who won't rat you out.

Better not for refill, reusing such a needle is a big no-no. Unless you want to see Mouri suffer from HIV of course ...
