No 18 is 18. If Conan though she was 18, he would of stated that. Given his deduction skills and Haibara's early on habits of bending the truth, it's quite possible she's not 18 and Conan knows this. On the other hand it could be Conan has just become paranoid with any Haibara tells him.
Also to answer you question, same reason she pretended she was 80, or same reason she pretended to be in love with Conan but was just kidding, or same reason she pretended Conan had a poisonous spider on his back. She just loves messing with Conan and that's one of the reasons everyone loves AixConan,everyone

I still think that when Conan was thinking "Haibara's about 20" he meant that she's around that age, aka 18. Plus, if she was older than 18, I think Conan would have already noticed that, but nothing's been said about it so...

Remember that 20 years prior to the Detective Conan storyline, Shiho's older sister Akemi was a child around Ai's current apparent age (6-8) making Akemi's age at death around 26-28 years old.

Her appearance in ep.176 could be argued(she looks 18-22) so that really isn't solid evidence.
Before the Hidden Bathroom Secret I always felt she was 21 but that file proved that the oldest she could be was 20 and in light of that I started to believe she's actually 18. It makes the Ai & Conan easier and some of her actions can be explained easier if she's 18 but since there isn't any solid proof, anyone can still argue she's 19/20 if they believe that. So it's up to the viewer.

Since Akemi is around 8 years older than Shiho, Ai's true age should be between 18 and 20 give or take a year.
. If you haven't noticed, this has always been the source of all Haibara's age threads. Most fans have narrowed down that her age is around 18-20 using the case file you used along with a few earlier ones but the results still lead to square one(Haibara's own statement she's 18 and Conan's doubts that she's actually 18). Until the series reveals her age(without any room for doubts), it will be the viewers choice into deciding if she's closer to 18 or 20 and maybe that's how Gosho intended it.

I always liked a happy ending so I think Haibara's fate is going to be that she is always going to be in hiding and going to live with Agasa. This way she can have a normal childhood because she was born in the OB her parents were part of it so know she can have a normal life with out the OB

I guess it's how you interpret it. It's not really a secret since Agasa, Vermouth, & Conan know about it. Also it's not like she's trying to cover up a crime which is what the saying you quoted really applies to, it's just her identity. In order for a secret to be revealed, people actually have to care about it first and other than the B.O.(perhaps the FBI), it's not like Japan is on a quest to find out if a kid was really an adult, so she could live as her new identity. But I agree, the most voted ending seems too bland for Haibara though I prefer it to the "oh she has to die cause it makes things better " ending.

I think as she grows older the fact that she's different will become more and more apparent. I mean she was already "different" when she grew up the first time (as a genius) so it depends if she wants to go through that again xD (as a super genius).

After the BO boss is brought down, and Gin avoids the trap and escapes. Haibara either before or after the cure, decides to enter the Witness protection program. She start far from Conan , but with time finds she misses him and comes back to be near him secretly. Ran being too smart figures it out and Haibara is a bridesmaid at Conan's and Rans wedding after Conan is turned back.

Yeah but I still think Gosho-sensei made it clear that she's 18. He never gave any hint about her being older. ^^ And, even if Ai was 19 or 20 or 22 or 80 or whatever, she still rocks anyway, don't you think?
