If I check the RAW file, it's pretty obvious that it says [...]ion. It's also more likely to be Low, because you can see the bottom stroke of an L. Doesn't look like it could be a serif of either an H or an N. Not that it makes any sense. I never noticed that the last sentence is a lot longer than we can see, but you're definitely right.
There is a point in trying to figure out what the note says. We have to wait 2 weeks for the next chapter. And I am going to wrack my brains about the meaning of this code.
You also have a point that Ai might have realized that there's no point in trying to make him stay in Japan. I still think it's suspicious that she never even tried. Nor did she point out how suspicious the behaviour of that lady is. Cursing in one's mother tongue isn't that unusual either. But it still seems like it's done on purpose to attract Conan's attention. Especially since the boy doesn't look Asian at all, so his parents are probably both British and English curses and insults should come more natural to him.
Another important point you make is that Shinichi is behaving very suspiciously. First he doesn't care about Ran being at the Holmes museum. Was it really too difficult to feign some interest in that.
And a six-year-old who speaks English fluently? I find it strange that no-one even asked him where he learned it.

Yes, the boy doesn't look Asian. But he clearly can already speak english and japanese. And he shouldn't be much older than "Conan", so not older than 9? And in that age I wasn't able to distinguish whether I talk german or polish. Or sometimes I knew some terms in the other language better, and used it even if someone didn't understand ;p

Conan is suspicious a lot. But since he tricked Ran already, it's not such a surprise she doesn't get it. Or I think she doesn't want to suspect him anymore too.
Since she already confronted him more than once, or hinted to him that she suspects him as Shinichi.
So, since he still didn't tell her on his own she could think:
1) He doesn't trust Ran
2) It's something he definitely can't tell her, even tho he trusts Ran
So Ran could just avoid to notice all obvious hints.
