Vermouth's true agenda (unmarked spoilers for volumes 24-63)
Why did Vermouth stay associated with the high-school when she replaced Araide? She knew before volume 28* that Conan was Shin'ichi. His connection to Shiho's drug was obvious to her. Simply watching him would be enough of a lead if she thought that Shiho might still be in contact with him. It's not just a matter of playing along with Araide's choices, because she did in fact stop coaching basketball to work with the theatre/drama club, a fairly significant change of behavior. Once she figured out that Conan was Shin'ichi it would be sensible to break off contact with the High-school simply to minimize the number of people she might make suspicious (she was trying to cut off contact with Araide's clinic patients), if her sole goal were to find Shiho.
So, she must have been after something associated with the school, even after figuring that Conan was Shin'ichi. What was it?
* I'd better explain this before someone thinks I'm implying that Jodie is Vermouth... Jodie used the "Cool Guy" nickname, hence she's already seen Vermouth's "Cool Guy" picture, hence Vermouth already recognized that Conan was Shin'ichi.
So, she must have been after something associated with the school, even after figuring that Conan was Shin'ichi. What was it?

Maybe it was part of her camouflage-plan?
She said in Hallowen Party that she planned to direct the FBI's attention to Kogoro. I think the stolen case files of Mouri wasn't enough for her and to make a bigger fool out of the FBI she stayed at Ran's school to make them believe she is monitoring the daughter of Kogoro, which would strengthen the FBI's idea about Mouri's involvement.
Apart from that, maybe she could get some information on Shinichi as well, like how teachers, students think about his disappearance and such. And of course she could gain info on Conan as well. The reason is, at that time she wasn't sure how to deal with Sherry & Conan at the same time.
She wanted to get rid of Sherry & Shinichi too, and by staying at Shinichi’s school she looked for people who might have known about Shinich-Sherry-and the BO, so she could later eliminate them as well.

Vermouth claims to have let the FBI see the target photo of Shiho. Rather than misdirect them, she claimed to have been manipulating them into finding her target for her. While that was a lie (simply because she should've seen though Haibara almost as quickly as she saw through Conan, as I wrote and as Conan himself appears to reason in volume 45), it rules out misdirection being the reason she stayed at the high-school, because she let them know her target (if still leaving them confused about the target's current condition… but the Cool Guy photo was even a hint about that), and basically ended up leading them to her.Misztina wrote: Maybe it was part of her camouflage-plan?

I don't think she was looking for other Shiho-related targets, because she came up with a plan that tried to separate Conan from Haibara. It would have been easier kill them at Agasa's place once Conan was staying there. I think a plan intended to lure Jodie and/or Shuuichi into a trap to kill them was a possibility, though, since she waited until they were aware of Haibara before making her move.

Ah, true, true. I totally forgot about the thought of Conan in vol. 45.
But still, the possbility to look for more people involved is still there, right? I mean the BO has to get rid of annoying people who know more about them than they want to let know. (Maybe the CEO from volume 1 file 1 & the lady from volume 4 "train bomb" case are all dead by now.)
Unless, Vermouth wanted to enjoy her life as being a good doctor in school, I can't really think of normal thing why she wanted to stay there. I thought, maybe because of Kogoro & Eri, who went there to school, but... yeah, that's a though question.

If you ask me, I don't see any risk of what Vermouth was doing. Of course she might have an idea of Shinichi shrinking with the drug, but she'd be clueless of Shiho's whereabouts because she might assume that Shiho has no connection whatsoever to Shinichi when she takes that "event between Shinichi and Gin", a separate, unrelated, non-connected (to Shiho) event, into consideration. She also cannot be sure that Shiho shrank and escape, but she may count it as a possibility. But because she was searching at the high school department, she might be assuming that Shiho using the drug to shrink is of low possibility. And yet, she ain't surprised seeing Shiho shrink.
For her patients, most of them are unaware of BO and of disguise techniques (they might think: "why would there be a need to disguise in that peaceful school environment anyway"), so even if they were suspicious of Araide, they wouldn't count disguise as a possibility.
Then again, why did Shiho's cell have a laundry chute and no security cam?

The woman in Volume 27 Chapter 9 is definitely the real Jodie and NOT Vermouth, note that in Volume 29 Chapter 3 (During the Bus Bomb Incident) it was Jodie who said ""Hi Cool Kid! We meet again".
Later we established that during the Bus Bomb incident, Vermouth was disguised as Dr. Araide, therefore, Jodie, NOT Vermouth was present in Volume 27 Chapter 9. I blame the "Cool Guy" / "Cool Kid" confusion on poor quality translation.
Vermouth did NOT know Conan or Ai shrunk until MUCH later, in all likelihood she disguised herself as Dr. Araide to search for Sherry while Jodie (after the FBI faked the death of real Dr. Araide) went undercover as a teacher to go after Vermouth.

Jodie called Conan "cool guy" probably because she saw his photo with the words "cool guy" when she sneaked into Vermouth/Araide's place. Possible she calls him "cool" both because she thinks he is cool and because Vermouth has been calling him so. This seems unreasonable because Jodie must have tried to hide her identity from Vermouth as far as possible; but it's also a fact that Gosho has been trying to misdirect us to think that Jodie is Vermouth in those old volumes.

Most likely she wanted it to be a temperary escape from the B.O.
A place where she can be herself (?) for a while, so to say.
Like Conan said if she was looking for Shiho, she would have looked at the universities etc. And if/when she made the connection of APTX shrinking people then she would have looked in the elementary schools. "That person" doesn't seem to give her much breathing room, so using "looking for Sherry" as an excuse to run away seems to be pretty good xD.

She realized who Haibara was at her first appearence as Chris Vinyard, though she did not knew where she lived. Aside of that, Gin reported in that he had shot Sherry so after assuming she can become Shiho, she choose the high school instead of an elementary especially after she saw Shinichi with her own eyes. And that she had to do without leading the FBI directly to her target. After realizing she has been spied on she started to follow Haibara in order to have the confirmation: Sherry did told her secret and the FBI knows of APTX-4869. She would have moved sooner but Jodie clung to her up til the last moment in which she turned their plan against whilst carefully planning the removal of Shinichi
