I don't think we can safely say that it's a man, either.  Their gender is hidden purposefully.  In my mind, this actually makes it more likely to be a female.  And besides, saying that someone of the opposite gender is your favorite is implying a romantic relationship (though this isn't always the case).  I can't see somebody in charge of a criminal organization having an intimate relationship with one of its members and then sending that member out to possibly get captured.

I'm still waiting on the boss to transfer into Conan's elementary school class. Imagine if the boss seems like he/she is 7 years old due to aging wonkiness like Vermouth... That person could tell Gin and Vermouth to pretend to be his/her parents. Imagine the parent teacher conference day...
