They should be able to clean it off with the blue stuff they clean the combs and scissors with.

but either way, I would just take a shower afterwards if it was really that big a deal

I think the barber has to keep it as clean as possible anyway D: So if he says he can't wash it with water, he should clean it in a different way at least

A quick research of the matter says that you can take many electric shavers apart and clean certain pieces with water like the cutter block. Some parts of a electric shaver you cannot submerge. Several websites about the care and keeping of electric razors say cleaning the cutting bits with water regularly is a must. The designs of razors are different so some can be more easily washed than others.
