In the anime, sure. And rock types are different from ground type. Rock types do actually take damage from electric attacks, unless they're dual Rock/Ground types. However, in the games, if you throw Pikachu up against a ground-type, it's probably a very bad idea. I'm not saying it can't be won, but it's unlikely unless you know exactly what you're doing.
Considering Pikachu has lame defense and low Attack, plus it only learns Electric Special Attacks, putting it against a Ground type is basically suicidal.
I wasn't referring to the game. Because Pikachu's stats and weaknesses are already programmed.
In the show, he can beat a rock type. Maybe a ground type. I can't remember exactly.

Yes, Pikachu can learn Iron Tail, and can also learn Submission. As I've said, his Attack power is low. Against Rock types, which specialize on high Defense, don't expect much.

He can't learn Iron Tail by leveling, though.

Going into the E4, I had a severely under-leveled Togetic... and he was kind of awesome. Other than that, it was Typhlosion, Lapras, Ampharos, Lucario (Riolu traded from Platinum) and Espeon.

I love Lucario! Shinichi needs to level up more, or I need to take him out of my box, he's a Megananium since I never started with the grass starter. Jimmy the Togetic is my favorite. And my rivals name is Vodka, cause he didn't remind me of Gin. :X The main character is Rachel, cause I decided to not trade and just start the game with her instead of changing the name to Ran.
