It actually depends on the extent of how much magic can do in your story. If instant teleportation, for instance, is possible, I see no need for people to travel by car or planes, etc.
As for humans in the presence of magic to reach modern days, you can use a disaster (magic-caused). For example, let's say a wizard caused a huge catastrophe and caused the people worldwide to actually re-think about teaching the next generation about 'more advanced' magic (which are then consequently, more dangerous.) Alternatively, that disaster can make people (like in the case of Harry Potter) form organizations (reminds me of FBI and CIA, add a Conan twist to it lol) composed of good wizards/witches who then maintain order. That can limit of how much magic can do, and so more technology is depended upon.
As for the possibility of rebels, (yes, the ones who just don't care about order) you can make it such that anyone who learns magic in the era you write, must begin with the magician's oath, a magical oath that gives a certain limit, definitely something you can expend your creativity on.
For (silver?) bullets penetrating the chests of wizards and witches alike, let's just say they all have that protective magic coat or something. Hope this helps.
