thankfully (for everyone else at least) if North Korea ever manages to use nuclear weapons, they will probably blow up in their faces in the most literal sense.

North Korea, most likely.
Possibly China, but something really major would have to happen for that, and definitely not on another nuclear or western power (catastrophic for business). Taiwan would be fair game, though.
US, possibly under a republican gouvernment. But even then, highly unlikely, as that would pretty turn the Europeans against them, entirely. Not sure if the US is ready to lose the NATO.
