he's much more clever than the police and he is one step ahead of them, too...

He can:

a) disguise himself as an officer/worker/bystander and just listen in (like he usually does)

b) steal a spare walkie-talkie and just sit back and listen

c) offer to "help out" with the investigation xD

d) make a reasonable prediction based on location, Nakamori isn't the most creative guy there is...he might be in trouble if Hakuba is around though.

let's not forget his pigeons with recording devices attached on their legs (as seen in movies).

Jii could sneak in somehow and put tiny cameras all over the place...
