I used a mix of pentool and just brushing ^^.  If you make the shape of the brush a thin oval shape on a angle you can get a nice curve ^^.  I then further shaped it with the eraser tool (I didn't do a very neat job though, I wasn't planning to show this to anyone LOL).  Iunno, I was in too much of a hurry to do the whole thing with pentool...it's much neater, but it takes much more patience.

Oh and umm the first 10-20 seconds of this video is what I mean by nice curve for the hair. It's very easy to do on Painter SAI ^^.  http://www.youtube.com/watch?v=ygekJBIufAo
