I was just watching the episodes where Okiya first appears (ep. 509+510) and keeping the theory that he's Akai in my head, I've found a few herrings that support it throughout the episode.
Okiya says that his favourite colour is black. He also states right afterwards that it's the colour he hates the most.
His nickname from the son of the landlord is 'Red-guy'. 'Akai' is red in Japanese and is also Akai's (duh) name.
and Okiya also keeps giving Conan looks throughout the episodes like he knows Conan's very smart.
