1st:no they are not,those are violent but Touchi and Chikage are not.

More like maybe Green hornet and Cat Woman. or maybe Fujiko Mine and Arsène Lupin III. Both are kinda criminals. Batman is not a criminal.

But he is a vigilante, wich is considered a crime in a lesser degree.
Also, since Phantom Lady and Catwoman are both catburglars they are indeed similar
