Hard to answer without sound like quote other people (cough *Chekhov* cough). She's Akai sister and here to progress the BO plot and create another Ran's suspicion arc.

I'm not sure, yet. She still might be Bourbon, I think. I'd need to brush up and check how the others refer to him/her. Anyway, I'm really glad she showed up, since the series was starting to get structured and repetitive (thus boring) again after the Europe arc ended. Even if she just a new character, she brings a breeze of fresh air to the neverending iteration of Murder happening--->Suspects being suspicious (usually 3 of them)--->Police showing up and not helping--->Conan finding clues--->Final realization of some unlikely trick--->Using someone else to solve the case.

Well to me she is a one shot. She get to the point where she knows. She then ask Conan to solve the impossible case and then vanishs like Kir Brother

Like a few others on this board, I'm thinking she's Akai's younger sister.

I think she's Akai's sister too. She look like Akai's female version anyway.

Well, the FBI and CIA is involved in the story. I would not be surprised if she belonged to the Interpole, which have joined the investigation against the BO.

I'm with many others that it may be Akai's sister, but I'm someone who also doesn't want it to be.
I'd say it'd be a bad move on Gosho's part to bring in a female version of Eisuke's story. Not only would it have been used already, it'd probably end up being a lame excuse to pair Eisuke up with someone (because everybody's got someone in here) Actually, on that point, cute as she is, Naeko (Chiba's love interest), seemed pretty unnecessary to me. Up until that point, I liked Chiba a lot since he was the single straight man on the force that seemed perfectly content with going on without a woman and nice as it is he has someone, I think part of my interest dropped at the inclusion of him 'in the love club' (only a small part but a part)
AAAANYWAY, I certainly hope Sera will lead to something intriguing :3

I just hope Sera will kickstart the plot in some fashion. I'm good with anyway in which Gosho decides to use her to do it. Though if she is Akai's sister and it repeats the Eisuke plot, it will be less powerful, but at least the plot will move, kinda.

She is probably an FBI or a CIA or probably just a new character.
We still don't know her true purpose but she is indeed an important character and probably help the plot move.

Re: What is the purpose behind the character Sera?
My guess is that she is just a "distraction character" added into the mix to make the whole "who is Bourbon and what happened to Akai" - scenario more complex. That being said at least for me it worked... I think she has no relation to it, but since I can't be sure it adds lots of possibilities to the story...

Re: What is the purpose behind the character Sera?
I hope Sera is like Aoi Kagura from Flame of Recca who are male body and female mind. Sera is sent from BO to mix into Ran's class to watch her and investigate about Conan at the same time, then kidnapped Ran. During a final war against BO, Sera may turn on BO to join Conan's party.
Sera shouldn't be FBI member since Jodie, James and Akai never introduce her at all.
