Inspector Momose from Festival Doll Case and Haunted Warehou

Upon combing through the manga chapters for characters that might be Vodka undisguised (he has been in the story from the beginning yet NOTHING is really known about him nor has any identifying facial characteristic been exposed, which prompted my interest in figuring out why?), I discovered that third division Inspector Momose who appeared unnamed in the Festival Dolls Case and then again in the Haunted Warehouse Case has a lower face that is uncannily similar to Vodka’s lower face. So much that it seems likely he is Vodka undisguised, yet that seems unlikely as well.
The main reason being that Haibara doesn’t react to him at all, which one would assume that Vodka being a Black Org member Haibara would sense it from him. However, one also has to take into consideration that Haibara doesn’t always sense those vibes on all Org. people. (i.e. Numabuchi.), and that she seemed to sense those vibes from Akai (cannot be sure if it’s the vibes she sensed or simply because he’s the one who dated her sister which in turn led to her sister’s death), further she senses those vibes from Okiya who appears to be seen as non-dangerous by Conan. In other words, Haibara’s sensing Org. vibes is faulty, and perhaps is simply a danger vibe sense. Further, there hasn’t been a time in the manga yet where Vodka was alone and near a location Haibara could sense him from - he might be someone whom she cannot/does not sense those vibes from. And still further, she might not even know if this is the case herself since Vodka is almost always with Gin and she obviously does sense it from Gin.
A second reason to doubt Momose is Vodka is what one can get by decoding the name Momose using a similar method to decoding 4869 as Kurayoshi. Shifting the kana character ‘mo’ up on the syllabary to get ‘ma’ (Conan himself mentioned this sort of code-breaking during the case with the moon and star code except to get ‘ma‘ you up the character four places), gives you mamase. Which can be further decoded/written as 007 (!) (ma-ru ma-ru se-ven (maru means circle and is used in Japanese number wordplay to mean o/0 and se for seven is also used at times in this kind of wordplay)) I was like ‘holy crap’ when I first discovered this - I mean, a Vodka-looking-ish police inspector with a name that has 007 encoded within? Is this deliberate or random chance? Further, if Momose is Vodka, what is 007 doing encoded in his name? Does it mean what it implies? Or is my mind just going haywire in trying to find clues to the plot that it is spotting codes in things that are just there by random chance?
Now on to the reasons it is likely/possible that Momose is Vodka (aside from looking like him). First being that Momose hasn’t made many appearances in the manga at all. This keeps with the concept that none of the main characters (except those already revealed as Org. members) who have multiple appearances in the manga are part of the Black Org. Further, the two cases he appears in (I believe it is only two) are both detective boys cases, which greatly lessens the chance of his Org. identity (if he has one) of being discovered as well as downplays any significance he might have to the plot.
A second reason Momose likely is Vodka is that information that could only be known to police (I think it was supplied by Vodka) was given to Org members. i.e.) During the case in which agent Camel was a suspect, no one outside of those there and the police knew of the case, yet Gin knew about it. Further, at Raiha Pass when the police cars came by, Vodka commented that there seemed to be an accident nearby, yet police cars themselves don’t necessarily mean an accident - it could’ve been a murder, a fugitive on the run, etc. Unless Vodka either guessed or the accident could be seen from where they were (which then Gin would’ve been able to see it too and Vodka wouldn’t have needed to say anything), this comment makes it seem like Vodka can get a hold of police info easily. In which case the likely possibility is that Vodka is with the police as well as being a Black Org member. This also explains how the Black Org can accurately (and safely) investigate the deaths of those given APTX 4869 without arousing suspicion of a connection between those deaths. This might also explain/hint as to why there were so many police/security guards around at Tropical Land when Shinichi awoke as Conan. There were 5 within that one area, a fact commented on by Shinichi himself as he was regaining consciousness, which is a peculiar coincidence. (Why were there so many police there when one would’ve sufficed for discovering Conan?)
