Seeing as how Okiya is right behind them and is possibly the one who sent texted him the info needed to solve the mystery.

Yes, if he's the one who sent the text yes, which is he probably since he did emailed the Shounen Tantei dan to help them once.

Just so I get this whole text message thing right:

Right before Conan tranquilizes Kogoro, there is a incoming message on Kogoro's cell containing pretty much the same deductions that Conan gives. That means someone was just as fast in solving everything as Conan was, which means the sender has to be someone on that floor.
The question is why did that person send this message. If he/she is on that same floor, he/she could just come forward and say what he thinks. The fact that that's not the way he acts proves that the sender doesn't want any attraction placed onto himself. There are so far only two people who would/could actually do that: Okiya and the guy that looks like Akai

Whoever sent it, he sent it just when Conan had figured it out himself, so it is likely that the sender didn't know anything about the bomb before, he had to do the whole investigation part himself. It seems both Akai's lookalike and Okiya are there on some business that has absolutely nothing to do with the bomb threat. While Conan and Mouri's are there purely because of the Red T-Shirt Mystery.

This all makes me come to the conclusion that we're told there's some business concerning the BO going on and Conan is there just by coincidence. And that wouldn't look like Okiya or anyone else is about to figure out Conan's identity by seeing how carelessly he solves cases...

I would say no, but it could be 'yes' in the future, if Aoyama figures out that it would be a good idea.
