Spoiler:
Shinichi/Conan and Heiji figure out the culprit and the trick, with the former asking the latter to bring Kazuha, since the weather clearing up will make the perfect chance for a confession at Naniwa Harukas skyscraper, where they'll also confront the culprit.

Spoiler:
The first murder turns out to be an unintentional killing committed by the actress playing the character based on Momiji, and the culprit of the second and third murder is the actor playing the character based on Heiji, whose semafore code he used the bodies to write was a message intended for her, telling her to keep living.

Heiji thinks he's once again missed the perfect time for the confession, as the sunset is ending right after the culprit is caught. As he laments over his many failed attempts at confessing his love for her, he's overheard by Kazuha, who'd went to the observation deck looking for him. When she asks him if he really meant what he said, he confesses to her at last.

The real reason Kazuha had been wearing a cold mask was that so her mother, Sakura Tōyama, could take her place, and help finally bring about the confession between her daughter and Heiji.
“Life is infinitely stranger than anything which the mind of man could invent. We would not dare to conceive the things which are really mere commonplaces of existence. If we could fly out of that window hand in hand, hover over this great city, gently remove the roofs, and and peep in at the queer things which are going on, the strange coincidences, the plannings, the cross-purposes, the wonderful chains of events, working through generations, and leading to the most outre results, it would make all fiction with its conventionalities and foreseen conclusions most stale and unprofitable.”
“Education never ends... it is a series of lessons, with the greatest for the last.”
― Arthur Conan Doyle, The Complete Adventures of Sherlock Holmes and His Last Bow
