Vermouth + Kir

I just finished watching another episode of the Scarlet anime, and had a random though about Vermouth.
Why would she work so hard to convince Bourbon that Akai is dead? I mean, Akai from the FBI, and Kir is from the CIA. Both the FBI and the CIA are agencies that have their home in the USA. While most of times that agencies work separately (and are inimical to each other), we can assume that sometimes they might work together. Especially on a small island called Japan that is located so far from the US.
Now, Vermouth knows that Kir is a spy. She probably also knows that she's from the CIA. Even if she doesn't know that, I'm pretty sure the BO found out who Ethan was, and since Ethan was a mole, and Kir also it, it would be easy to connect that both are from the CIA.
So, since Vermouth knows that Kir is a spy, and was under the FBI (and Akai) in the hospital, and they had a lot of time to come with various plans, why she tries to convince Bourbon that Akai is dead? Does she really believe that Akai died, or perhaps she tries to protect him? Again, especially that she knows that one mole "killed" another mole.
