I think it's supposed to be Gin he's talking about. In the confrontation between the Black Org. and the FBI involving the political assassination stuff, Shuichi calls Gin his "koibito." In the English translations, it's often translated as archrival or archenemy, but that misses the connotations. 1. That's Man from Chicago (258-259), not Mysterious Passenger (230-231).
2. It's a mistake on Kaizou's part. I released a re-sub of the case recently adapted from the Viz manga, which actually handled the lines correctly and gender-neutrally. The "koibito" is Gin.
