No, Heiji and Otaki is at Shinsaibashi (a district in the Chūō-ku ward of Osaka).

I wonder if this storyline will have substantial interaction between Ai and Heiji (which is something on my wishlist of things in DC, since Heiji is one of the few people who knows Ai's true background, and thus, the way she would interact with him would probably be more unbuttoned than the way she would interact with most other people)...
