Personally... I think Gosho went the route of FBI, instead of the CIA or ICPO as the focus because... for the CIA, it is boring because they are an intelligence agency and not a law enforcement agency. CIA cares about getting info then giving it to a law enforcement agency to take care of... Naturally this causes problems when their intelligence gets twisted by people in power and a war starts for no reason over it... (if you haven't been under a rock for the past 9 or so years you should know what I mean) and as for ICPO... I think it is because of Monkey Punch... Allow me to explain... ICPO is the main law enforcement agency of the long running and very popular Lupin III. Having the ICPO, I would surmise that it would have created a desire for a Lupin III/Zenigata cross over pretty early on... And my guess is that Gosho didn't want to deal with that, which is understandable. The ICPO would have been a FAR better choice, instead of the FBI, for the external law enforcement agency. Hell you could have still had a Jodie Starling who posed as an English teacher, because English is one of the main languages of the Organization... Hell... it could have been the American Bureau that was clued in to the BO's actions and they went after them as representatives of the headquarters in conjunction with the Japanese Bureau. So many possibilities...
Off topic in regards to my post... but.... a thought just occurred to me...
When Jodie stepped in on Camel's behalf... was that before or after she resigned from teaching at Teitan? I actually have several questions that don't seem to be answered... Because... Her original cover for being in Japan was she was a teacher in Teitan HS... Which means she had an extended work visa... Which means when she was caught and detained by the police... her story of being a tourist who got caught up would of been disproved just by that alone... Unless she somehow was able to change her visa status... (I think they have a way to prevent forging as well for those things...) So she would have been in trouble for one reason or another...

Work visas in Japan are issued for three years at a time, and come up for renewal annually. Jodie should have been able to get around the problem you posed since she wasn't close to her annual renewal (1 year hasn't passed in DC yet) by simply saying she was between jobs or something like that. Ah ok... That makes sense... I wasn't aware of the annual renewal... I agree, but i just thought....he's being so excited with the trip to London that he just 'forgot' about it and the dangerous situation this might lead to.

On BO's part, i don't think Gin will bother look on the passport information for him, coz Gin is someone who doesn't care about names and faces of someone he had killed in the past. Well, unless he intends to look for Sherry and just happened to found (and recognized) Shinichi by coincidence.
