Bourbon isn't gonna deceive Vermouth either.. they're working together and Bourbon needs Vermouth's help in his investigations.
What I'm trying to find is why did Bourbon tell Conan & Jodie such obvious lie about having a wife. The signal thing is just a possible explanation : perhaps Bourbon has it's own goal that is slightly (or radically) different than the goal assigned by the Black Organization. There is something secrete about the relation Date/Bourbon that we still don't know.
Bourbon was talking about the guy he impersonates and at that time in the bank Jodie didn't see the guy either. But he saw the woman which tied Jodie up at the time. Bourbon said that the guy with the mask was just behind her so it's clear she couldn't see him. Also is possible that he lied about the man with the mask being in the bank, just as he lied about seeing Scar Akai to check her reaction.
At least what Conan said about him knowing Amuro is Bourbon is still just between him and Jodie and Amuro still believes his identity is secret
By the way I just remember Jodie was taped after Scar Akai was taped right? So how could Bourbon know who was the woman who taped Jodie? Was Vermouth present in the bank?
Or I guess he just saw her before he was taped but it looks quite farfetched IMO.. he didn't turn to look people around so technically he couldn't have seen the woman.

Conan probably heard what the robber said (in panel 3) and Scar Akai (Bourbon) didn't see him so he figured it would be okay to tell Jodie that he was behind her at the bank and it was his wife that taped her up.

That is a really good point.. probably heard the woman's voice? When she says 'I'm sorry, I'm putting it on.' to Jodie, Bourbon would have heard that..
@Pandora Jodie already saw the woman, plus Conan doesn't know who she is the wife of..
Bourbon heard the woman, ok. But how could he know how she'd look like? That is the weird thing... you cant' know how someone looks like by his/her voice. That's why I think Vermouth might have been in the bank too. Vermouth should have seen the woman anyway to impersonate her because Bourbon couldn't have taken any photo when he was tied up, plus the fact that he (logically) didn't see her --' so he couldn't have described the woman (for Vermouth) nor sketch her either.
Conclusion : either Vermouth was in the bank, either it is completely illogical.

Bourbon could have seen a picture in the guy's wallet after he put him to sleep. Also in the bank he heard the woman when she was about to tape Jodie and he probably saw her before that man taped his eyes. And when he saw the picture in the guy's wallet he remembered that woman in the bank and had Vermouth dress as her
Conan should find them suspicious because if the woman's about six months pregnant now, the bank heist case probably happened around two months ago, someone who's pregnant would've fallen ill being put under that kind of stress.
Timeline in DC is really difficult to know, you wonder if Gosho would use that.
I'm not sure Bourbon would kill the real guy though...:/ Did he give to the Police Benzaki's number or his? If he gave his own he could mimic the hoarse voice he used as Benzaki and give a false testimony to the Police.
The problem is that if he gave Benzaki's number, the Police would hear something different from the real Benzaki so I think he gave his own number so he can say what he wants. If the real Benzaki happens to report to the Police he was pickpocketed it'd be something different though.

I don't think Megure or Takagi know about his wife, it seems like she appears just after the police leave. The statement thing is still important though.
