What is the purpose behind the character Sera?

since nothing stated otherwise we can conclude that there is still fair amount of the drug, most likely it is still synthesized in some lab somewhere...
but i doubt that sera is an victim/survivor of the drug... i'm kinda convinced that the only people who took the drug and still live are conan and ai.... (i don't like the whole vermouth took aptx theory.... seems ridiculous to me),... and we don't really know if the drug really gives you 10 years back or shrinks you into a ~7 year old child, do we?

after the latest file i am also convinced she isn't BO.... and i don't think she is FBI or CIA either... what she really is has yet to be revealed to me...
