If Amuro would target anything, I think Kogoro's cellphone would be the most likely. He already has Kir's message, and maybe he would check to see if Akai sent him anything. It would be a dead end lead though. However, Amuro is likely going to be distracted by Sera after this. If he targets Ran's phone to get Sera's number, he could run into Shinichi's messages. Conan's phones... that would be a disaster if Conan hasn't been erasing. (Jodie, Okiya, Haibara).

Okiya probably funneled some money from Akai's bank account into a separate one for use. Or tapped Kir.
