Also, weren't Jodie and Akia engaged. Surely she would have met or seen pictures of his sister
Not canonically, no. I'm not even sure that they've dated.
I was under the impression they had, and lookin at the DCW wiki it seems to mention it in passing also:
Jodie Starling
Later on in the series it shows that Akai and Jodie used to go out but he broke up with her because he was going out with Akemi and didn't want to feel guilty about two-timing them. Jodie still loves Akai despite the break up.
Maybe she's seen her briefly when he was showing her family photos?
Or she's a long lost sister
James had an affair with Akai's mom = Sera. And they were split up like Luke and Leia.
Yeah, the James thing is interesting. He not only recognized her, but didn't seem surprised at the fact that she was in the country.
So is Sera here on official business (FBI-related) or is he simply looking the other way while she does something on her own? I wonder why he wants to keep it from Jodie and Camel.
And lol at Conan's deductions being based on "Kansai people act like this and Tokyo people don't." Stereotyping that turns out to be accurate ftw!

I also think it's interesting that James not only recognized her, but opted to not mention her to the other agents, meaning there's probably a reason for him to keep her identity secret, whether it be deep cover (Kir #2) or James Black secretly being evil also?! :OJDSF:LIJS

Huh. I never really took it that way, I guess. Either way, dating=/=engaged. I don't think they've ever been engaged, or at least it's definitely never been mentioned.

I might wake up early and go running. I also might wake up and win the lottery. The odds are about the same.

Stereotyping that turns out accurate because the writer wants it to?
In the next file: Conan finds out who the killer is because they are black.
And I don't think James is BO, because then his behaviour would be too suspicious at this point.
We don't make mistakes. We have happy accidents.
Remember: A thin paint will stick to a thick paint.

Yeah, that's why I was laughing at it.
I actually wonder if people from the Kansai region cringe whenever Heiji/Kazuha make an appearance.

Wow, that was quick. The reactions from Heiji were hilarious. As were Conan's expressions. Interesting way to solve the case, I suppose. I'm really interested in how Sera's apparent gender confusion to a lot of the characters will play into the plot. That and her chest seems to be the common comments about her.
And this whole James thing is pretty interesting. Hm, he'll probably have something major to do with the ending of the this arc. If I remember correctly, didn't he have an off-screen conversation with Akai before he drove off to his 'death?' If so, he must be knowing more than he's letting on and is probably just playing along.
And I think Akai just dated Jodie, don't remember anything about an engagement.
Hopefully, now the "Sera isn't a girl, but a boy" theory sayers will finally stop. It didn't make sense then and it definitely doesn't make any sense now.

A Black Organization Christmas Carol (need to fix the link)
The last time Gosho taking a break to gather information is after File 773. My prediction for next few series are:
File 781-785 (Long Series with Heiji)
Taking a break
File 786-788 (Ai-chan and DB case)
File 789-791, File 792-794, File 795-797 (Ran and Sonoko or Kogoro case, Kid case or another DB case, don't mind if Sera tagging with Conan at least one or two series)
Taking a break
File 798 going to have BO hints

Oh dear, this is pure torture...
Btw, I find it very unusual that Sera has been featured for the continuous 4 cases, which was not like any other minor character in his/her debut.
