Eh, probably no one with both Sera and Heiji there.  1.  Waaay too conspicuous.  2.  Why put someone to sleep when he can just pretend to call himself?

Deduction on the case
Spoiler:
our culprit called the victim to a specific stall in the bathroom that was next to the one he was in. He dropped a cellphone in the toilet before the victim came and closed the lid. The candy was similar to the ones he knew his friend always carried around. The victim was probably some sort of truck driver that carried candy on his long drives, by habit brought it with him to this meeting. The culprit understood his habit of eating that specific candy and had bought one similar to the victims. Next he waited for the perfect opportunity to stand over the stall, poison the victim and at the same time took his phone. Camel came after the moaning stopped and found the victim dead. Camel immediately ran out to seal off the restaurant. The culprit simply slipped out to the restaurant. Our culprit who killed the victim is none other than Amakasu Tooru! his right fist was clinched the whole time, its unnatural, along with the hoodie, facial expressions, and attitude. He was sweating because he was nervous, he then smoked to relieve his anxiousness, and didn't want to be found out he had heiji's accent. If it was spicy and made you sweat, why keep your hoodie on, as well as not order something sweet(if he did it wasn't on the table, and means the waiters took the plates thinking he had left, but instead went to the bathrooms to kill someone)?my guess is that he may be hiding something under their, like scratch marks. Notice he was smoking with his left hand but his chopsticks was on the right. This is probably because he finished his meal a long time ago and poisoned his friend with his right hand(eliminating the possibility the ramen made him sweat), and thus wanted to avoid using his right palm.he didn't order any dessert because he didn't intend to stay long. Kogoro never stated who had which dessert if i'm not mistaken, the one without the dessert or rather, the one who came most prepared is  our culprit. He expected an early dismissal if you will. Again ,I think their should also be a mark on his arm , i don't think our victim would go down without a struggle, since their was no sign of him scratching at his own neck i assume he instead grabbed the culprits arm, especially since his body was leading to the right and his eyes looking up.
do i even need a spoiler box here?
Oh my, that's fantastic deduction. Earlier I suspected the fat guy, but now... I'm not sure... :)
But some things don't fit here. About hoodie - maybe Amakasu doesn't have anything under the hoodie, so he simply can't take it off. BUT! There're more suspicious things about him:
1) He holds a cigarette with his left hand, but his spoon in the bowl is placed on the right side. I know, I know, maybe it's nothing, but first guy and third guy had a spoon on the right side too. Maybe Amakasu is right-handed, but he's afraid of using the right hand to smoke, since there could be some poison on it. I guess he didn't have time to wash his hands after leaving the restroom...
2) As you said - on Amakasu table there was NO plate for cake or coffee cup. The first guy have both of them on the table. It means that Amakasu after he arrived he ate a cake and drink coffee, then he went to the restroom to kill his friend. Waitress must have took empty plates, but then Akamasu came back, so he ordered ramen and something else to drink (he had a glass of water or something on the table).
3) As I've read, shio ramen isn't spicy, it's salty, so Amakasu simply lied about it. During the interview he only said "The ramen I ate was spicy", he didn't say what kind of ramen he ate, so the others could think it must be something spicy ramen. That's the only explanation, because if Amakasu made mistake and said meant "salty", it wouldn't make any sense, since salt keeps water in the body, not making sweat.
4) Oh, and how come this guy knows that Heiji is from Osaka? I mean a lot of people from other cities in Kansai region speak like that, so born-and-raised Tokyoite wouldn't know that Heiji is sure from Osaka. Only a person from Kansai region would feel the difference in speaking between a kid from Osaka and somebody from other town or city, right?
Having had Shio Ramen (and ramen in general), it can be spicy depending on who makes it, and there are also spices you can add to the dish after you prepare it, like White Pepper.  I haven't been to a ramen shop that didn't have it sitting out for you to use.

As for point four, you  make a very good point.  I didn't even think of that.  I was suspecting that it was either him or the other who had ordered cake/coffee.  Anyway, isn't it known that he (Heiji) is from the Kansai region (or south in general) because of his skin tone?  I thought that always gave him away too.

After he already sucked up his pride to call Heiji better (which I was actually a bit surprised he did *in the way he did at least*) I don't think he'll do that.

My bets are he'll use the phone again...but Sera will sneak up on him while he's using it. ...Or something to that degree

Yeah, didn't expect him to cave like that just to get info. My bets are he'll end up solving along with Heiji as usual. Regardless how it goes, Sera's suspicions will probably continue to rise, unless Gosho finds a way to completely avoid it and have Conan be his usual character.

I don't think Conan giving in to Heiji's request was OOC...  It seemed to me that he wasn't giving in simply because he wanted information.  If you look at everything closely, it looks like he's putting on an act for Sera.  When Conan first says, "Not a suicide, you say... How'd you figure that out?", it's surrounding by the squiggly speech bubble, meaning that he's saying that in his childish, super loud voice, for Sera to hear.  Shinichi wouldn't give in like this, and that's why Conan is doing it, and making a scene of it too.  And you can tell Conan is hating every second of it...  Heiji is too hotheaded to notice that this is an act, so he's just loving the ego boost.
A hypothetical ending to "Detective Conan", since we know it won't happen any time soon: http://www.fanfiction.net/s/6261280/1/S ... ganization

I would almost believe this except for the fact that at the very end of the file he wasn't 'putting on an act' at all, if anything he's acting very conspicuous. This further spreads doubt on the theory since Sera is literally right there when he puts on his 'I've solved it' face when at the moment you speak of there's no guarantee she was actually within hearing range (let alone sight range). Not to mention, Conan's childish voice usually is in the type of speech bubble that Heiji had when he said "I'm the greater detective, dummy" and if he wanted to put on an act, he'd most certainly have to tell Heiji about it because...well, if Heiji weren't in on it and even if Conan did his best to honestly act like a child, Heiji would just point him out on it.

Conan does look like he's not enjoying it, but not to the degree I would've thought for this scenario. That's why I think it's OOC

Or he's calmed down over time since he has become Conan.  I think his ego has gone down a lot since the very beginning, and this sorta shows it to me.

Yeah, at this stage Shinichi knows when to put pride in front of other things and realises that if someone's murdered, then figuring out who did it takes priority. In the past he had trouble accepting when to swallow his pride. I think the first example of that character development happening is highlighted in that case with Yukiko, which was also Yamamura's first case. It was the part where Ran couldn't imagine Shinichi acting like a child because his ego wouldn't allow him to. At that point he only did it to stay secret from the Org and stay alive and since then Shinichi has started to put more and more things ahead of his pride.
