As for why she would be disguised as Scar Akai instead of whoever was previously disguised as him (possibly Amuro), I guess we'll find that out later

Vermouth, and Amuro/Bourbon disguise as Scar Akai because
1 they can check reaction from those who know Akai, if they know Akai is alive and said something weird they will know Akai is alive.
2 They have Vermouth disguise as him this time because they want Scar Akai to speck, while Amuro can't talk in Akai's voice, Vermouth can. They want Sera to think he is real

why Vermouth talk to Sera? because Sera talk to her

Even if Vermouth came to kill Ai, disguising might help that goal, especially if she can end up using it to manipulate Sera into helping her get Ai somewhere she could kill her without being noticed. It's a very poor plan to just walk into the train undisguised and go "Hey god guys, I'm Vermouth, I'm here to shoot Ai in the face!"

As for wanting to kill Scar Akai, it's possible that at the time of the Red Shirts case, Scar Akai/Bourbon was still acting alone, so they didn't know it was him at the time.

If you try to say Vermouth come to kill Ai and not to play some disguise. No. She said she won't kill Ai because she promise it with Conan. But she will help Bourbon kill her. We don't know her full plan yet but that Scar Akai disguise has something to do with it ,may be try to cause problem with Sera so Conan must come to help her and can't save Ai.

Why would the Organization Wanted to Kill Scar Akai ??

More important question is. Why they don't kill him and just back off? Because Scar Akai is one of them. Why they don't know it at first? Bourbon is secret type and only Vermouth know. Vermouth tell Gin, Gin back of

well,  I agree with you Since the beginning  Scar Akai is Member dangerous from  organization  acting alone .. No one knows from the organization about scar Akai
But I am still not convinced  Scar Akai is Amuru never ..

I can understand why Yukiko is the most probable person to be the mystery lady but, if Okiya is Akai, then why would he risk the life of a normal civilian? Isn't the FBI's job to keep as many people safe as possible? And Okiya's disguise was already there before he entered Shinichi's house.. So there was absolutely no need for Yukiko to be there. Ans why would he need her? Akai is more of the 'silent' type and Yukiko is more of an impulsive person(like Conan). She could ruin everything and (by accident) expose him somehow.. There is no reason for Okiya to risk that.
( In my opinion, she's Akai's and Sera's mom. I have absolutely no proof of that or anything but Gosho wouldn't mention her for nothing, right? She had to appear one day.. )

Might be that they were afraid of Shuichi's cover being blown with Sera appearing so they brought her onboard to make a better disguise for him. Or maybe she was the one to make the disguise anyway. At least that would explain why she stayed with him in her house (or maybe she just loves a man who can cook). The question remains why he would bring her on the train. Maybe because she can apparently detect Vermouth when in disguise, that's something that might come in handy.

Still, Conan (and Yusaku) would not risk her life like that! And Conan would also find it very annoying that his mother is there...
And nothing suggest that Yukiko can detect Vermouth.. She was not able to see that Sharon and Chris were the same person.. So in this case, she would be useless.. And Okiya's make up is done, so she had no reason to board that train (without Yusaku?)..
I don't think that woman is Yukiko, Vermouth, Jodie (or Fusae) ... That would be too predictable of Gosho..

ML was seen with a phone straight after Conan was texted. Depending who you think has sent which texts...

Also, I think that Fusae is pretty unpredictable, her being ML is a long shot, but I really hope it's true. Yukiko is the most 'obvious' choice (outside of possibly Vermouth), I'll admit, but saying something is predictable when an entire community is saying it is different from if you were on your own trying to figure it all out. Jodie and Kir are also somewhat unpredictable, but mainly because of how easily it seems they can be ruled out.

(on the basis of the popular theory of 'Okiya is Akai') - If the hat-lady from the current case is the same person as the one who was asked to tail Ai some hundreds of chapters ago, she cannot be Yukiko.
