What is the purpose behind the character Sera?

According to file 778, we can deduce that Sera is not part of the FBI, but is it enough to deduce that she is Akai's sister? (Camel could have seen her in a stakeout with Akai or something regarding the BO).  Gosho did mention that in the future, Sera and Haibara will face off and there is not much reason to face off if she is Akai's sister

They could have a face off and still be on the same side.  Heiji forces Shinichi into that all the time.
Kidding aside, Haibara doesn't trust easily, so they could actually be on the same side and Haibara just doesn't realize it/accept it.

Here's something to consider: It's likely that Sera, being out of the loop, doesn't even know that Sherry defected.

Probably to unlock his secrets. 

As for being an FBI, CIA, etc., it still too early to tell.

On another board, someone pointed out the theory of her being Akai's younger sister because of the whole Gundam thing going on with Akai's character which I'm sure most know of anyway.

I'm thinking she's maybe Akai's little sister because both their names came from Gundam.

Akai Shuichi --> Char Aznable

Sera Masumi --> Sayla Mass (aka Char's little sister...don't both names sound the same?)

I also think that Sera is Akai's sister. But some facts don't make sense if that's the case.

If Sera really is his sister and want to investigate something, why does she start with Conan/Shinichi, Ran, Haibara and Okiya ?
Technically, they are not supposed to have any connection with either Akai or BO. What makes them that interesting if Sera is Akai's sister ? Perhaps Akai asked her to do that, which makes more sense; then why is she so surprised after meeting an FBI agent if she knew all this time ?

Now, Ai and the others, she might know something about Shuuichi's story with Akemi or something. But that still doesn't explain why she is investigating Shinichi and Ran ? What advantage/disadvantage will she gain if Conan really is Shinichi ? Will she kill him or ask for his help ? For this information, she has done everything she is capable of (disguising as a boy, asking 2 childen, spying on Conan while he was "contacting" Shinichi...) I think we have to wait for another year to know the answer

And if Sera has heard of the relationship between Akai and Akemi, there are very low possibility that she would know Sherry's face, let alone recognize her as a child just by looking at a reflection. I don't think it's likely that Akai would show Shiho's photo to her and say: "Hey, this is the girl who I'm trying to get close to in order to get into the organization". Isn't that his top secret mission that only the FBI should know, even for his own sister ? (If she REALLY is his sister).

Speaking of "top secret", only the FBI should know that Conan has been helping them recently. "The boy with glasses" that Gin saw and anything related to Mouri's Detective Agency are not supposed to have any connection with the FBI. If Sera is Akai's sister then he must have known that his sister is the kind of person that will even ask 2 children for information, so it's not likely that Akai would tell her about it. I'm not saying that Sera's not reliable, but what if the BO has been spying on her ? If they hear the rumor that Conan was helping the FBI, then even Vermouth cannot save him.

you know, I already pointed this out. With all these likely disguised character, people have forgotten Bourbon has an actual identity and there is NO theory with worthwhile evidence on who that is. Also, has Scar Akai been around lately? (don't answer that, I honestly don't know) If not, we have this new character around conveniently.

Ok, I don't know about Sera outside of some stuff from these topics and that she's clearly the new mystery character so maybe I'm missing something. But it would make no sense for Bourbon's identity to be new so it's someone who has already appeared. We have to be near end of this arc (please god let it be over already) and there's this new character. And even if we take this Gundam theory this literally, this could just be Bourbon's next attempt to find Akai, by pretending to be a relative and asking certain people (which sounds much better than when Eisuke wasted people's time before Heiji helped put that arc in the right direction). And since Bourbon MIGHT no longer be looking for Akai alone since Gin and Vermouth know who Scar Akai is, Gin's recent knowledge of the suspcious continued use of Haido and Beika might be used by Sera, especially Gin's suspicion of Kogoro that's been nearly forgotten about.

Besides, a huge evil organization in anime has to have at least one teenage girl. :p

Hmm... Come to think of it. Sherry was born a BO member, and becoming a high ranking one during her teenage period. So if Sera is Bourbon or any other BO member, it won't be much of a shock, right ?

There is one thing that concerns me: Sera is flat. What does it even have to do with the plot ? I think Gosho purposely make her that way, so the other characters would see her as a boy (like Jodie), but what for ? Moreover, she always claim that her mother has big breasts, I don't know if it's biologically possible ?

By now I'm just hoping that Gosho will end this series as soon as possible.
