But that still doesn't explain why she is investigating Shinichi and Ran ? What advantage/disadvantage will she gain if Conan really is Shinichi ? Will she kill him or ask for his help ? For this information, she has done everything she is capable of (disguising as a boy, asking 2 childen, spying on Conan while he was "contacting" Shinichi...) I think we have to wait for another year to know the answer
And if Sera has heard of the relationship between Akai and Akemi, there are very low possibility that she would know Sherry's face, let alone recognize her as a child just by looking at a reflection. I don't think it's likely that Akai would show Shiho's photo to her and say: "Hey, this is the girl who I'm trying to get close to in order to get into the organization". Isn't that his top secret mission that only the FBI should know, even for his own sister ? (If she REALLY is his sister).
Speaking of "top secret", only the FBI should know that Conan has been helping them recently. "The boy with glasses" that Gin saw and anything related to Mouri's Detective Agency are not supposed to have any connection with the FBI. If Sera is Akai's sister then he must have known that his sister is the kind of person that will even ask 2 children for information, so it's not likely that Akai would tell her about it. I'm not saying that Sera's not reliable, but what if the BO has been spying on her ? If they hear the rumor that Conan was helping the FBI, then even Vermouth cannot save him.
Anyway, I still believe that Sera is Akai's sister
