Most likely he is rather a friend than an enemy, but... if you remember, Vermouth had a plan approved by the BO boss. Maybe the new guy is part of that plan? We can't really know what the BO is up to, but the hunt for Scar Akai had a massive impact on them.
I don't think that he is just a random he-he, ha-ha character, but only the next few chapters will tell whether we should take him seriously or not.
Btw. is he from London or was that only a false information? If he is, then maybe he is sort of like a Hakuba character? Or Interpol? Or CIA?
So since it's obvious that the one identified suspect is the culprit who killed him/rendered him unconscious, and then used the elevator to stage his "suicide," it appears that this case is but an excuse to introduce/reintroduce the mysterious Jeet Kune Do character.
Could Conan's surprise at the Ran flirtation be because he noticed that the Jeet Kune Do character is actually a female? Who knows? Sonoko is the only one to have referred to that person as a male, after she got smitten. Everyone else used "that person."
...And just how did that person know Conan's name, hmm?
(Btw, the "that person" used is not the "ano kata" "that person" in case anyone was wondering.)

Lol, the possibilty of him being Ano kata might be as well possible. However, Gosho did mention that the boss has appeared somewhere in the series (in one of the interviews if I recall correctly ). And your answer to Yui, dear Abs. Araide has a bigger built, meaning it's easy to hide the body of a woman inside that. This guy's body is even slimmer than Ran's (in my rotten point of view)...

Yeah i'm pretty sure this is a guy and I doubt it's someone in disguise. Truth be told it wouldn't shock me one bit if this was actually Bourbon. Think about it, he meets all the qualifications thus far(they never mentioned whether or not he would know martial arts) and he knows Conan;s name meaning he has inside info
