What is going on? I thought Gosho wanted to clarify Sera's gender with that panty shot (urgh ...) and in camisole at the hotel. And now Jodie immediately saw Sera as a boy when she recieved the message. What is Gosho's intention?!

Well, I wonder why u all think Jodie considers Sera to be a boy. If Camel wrote something like "Remember her? First thought he's a boy " - Jodie's "...a boy, huh?" would've a different meaning

About the case: I guess Conan will solve the case first. Maybe he let's Heiji win. I can't believe that Conan has "no clue" when it's that obviously that it was a murder and not a suicide
Besides Conan always doesn't seem to take this contest to serious. Maybe he just wants to end it once and for all. If Shinichi'd win Heiji would always try to beat him.

Hm, if Jodie was sent a picture of Sera to look at, it's very likely she'd see the similarities even more than Camel and rush over there.
...Though with the police there, I guess that'd be a problem. Of course, they could lie...like always

I mean, Gosho never has any running gags, and he's really pushing it with the boob joke...
Heiji constantly calling Conan "Kudo" out in the open, Okiya's useless and random appearances, and Jodie's horrible english aren't/isn't a running gag?
It's his first flat-chested girl in the manga (at least as far as I remember). Perhaps that's his way to deal with the situation.
Here is my thought about this:
If Sera's mother really has big breasts, then perhaps Sera is simply reminding herself out loud to not worry about her chest whenever someone comments on that. Why would she do that?
Normally, it would be odd for a teenaged girl to say it so bluntly, but due to her appearance, she is mistaken for a boy all the time.
Or Sera is simply an outgoing person.
Or perhaps this what Gosho thinks american teenagers (or teenagers who were in the US) would act like.

If it really bothers her that much, she should just wear a skirt from now on. Then no one has to guess, and they can get it right the first time without stammering like Kogorou did.

I wouldn't say that Jodie's bad English is an ongoing gag, unless that really was intentional. Otherwise, it seems more likely to be explained by Jodie's voice actress's poor English skills. No characters seem to have noted that Jodie's English was poor, unlike Sera's chest.
Unless you meant Jodie's poor Japanese in her first few appearances?
It's possible that Gosho believed that American teenagers would act the way Sera does, considering how outgoing Americans stereotypically are.
Sera did wear skirts a couple times. At least once, excluding her school uniform--the Ayumi kidnapping case.
