The mayor clearly tricked Heiji. The only reason Heiji agreed to go there was because he asked if the place was better than London&Big Ben and the Mayor said yes yes yes because he needed Heiji's help to try to get the legendary gold to revive the village and lure in tourists. I pointed that out in the very first chapter, because the entire place died after the incident and the inn was almost like ruins. It's hilarious when you actually think about it.
Heiji brings Kazuha to the banks of the pond and with a background of the pond glowing like the "steel bottle" containing golden ovals: he attempts to do the one in a lifetime confession...
...But can't because the JSDF reinforcements Yokomizo called to capture the "nue" parachute into the area and surround them.
... Elsewhere, a high school girl named Oooka Momiji reads an article about the case on her smart-phone.
Momiji: "Hmmm... Quite active, isn't he? My future... husband (Haato)."
Side-note: "Has a rival that will endanger Heiji & Kazuha's love appeared...!? Next number will contain a new story! That elusive guy will apppear...!?"

Okay, I'll let this slide for two reasons:
1) Being interrupted by the JSDF, of all things!
2) This new character—will she be solely Kazuha's rival, or will she be tied to the main plot, somehow? Is she from Heiji's school, or from another?

@Momiji I am extremely sure the backstory is going to be something like Heiji made a marriage bet with her as a child. She took it 100% seriously and is going to try to cash in on it.

1.) i think writer is suspicious, and reporter is her son. Reporter father is man who died 16 years ago.
2.) she use wall Camouflage, fire and tree for big nue trick.She can easy make Camouflage because
she is art graduate and ever repaint entire from scratch when shooting drama.
Her Camouflage burn and found by heiji. She also training the dog do something task if it hear nue voice.
3.) she use soda bottle and sewing equipment at second murder. Maybe she hide needle for second murder in soda bottle.
She open the window , pretend to complain because she can't sleep because heiji voice too big , and wait timing for nue voice ,
when nue voice she make fire for call second victim open the window. After second victim open window to see nue,
she shoot he with needle.
