I'm making an assumption. I mean, Takagi was off work and Sato was talking about someone (presumably Takagi's friend, hence the flashback). Afterwards, Takagi was somewhere thinking while looking at some notes he made (investigating his friend's death?).
About Amuro, I think Gosho is tying up all the loose ends after the ''Online Client'' case. 1 case after it, Sera appeared, and now Amuro. Maybe Okiya will appear after this case. But you know, I may be wrong and this will be an BO case ;D

Spoiler:
It is actually Takagi's mentor who died in a traffic accident(like Sato's Dad hint hint) 1 year ago, and the day Takagi took off to investigate is the same date as the day he died. And Amuro showed up to see Haibara, so this is much like the Curry Rice/Ayumi/Carpet case. only the suspicious character is Amuro not Sera.

From the images of the Chinese file and Henry's translation, so some things could very easily be disproven/answered with he full translation so
Anyway, to all of the speculation that Amuro was looking for Haibara, I actually disagree. I'm pretty sure that Amuro hasn't seen her before, including the end of the abduction case. I think that he actually wants to talk to/meet Agasa. I mean, he learned that the guy gave a tracking device and transmitter to a little kid, that's a little weird. I actually think that he was looking for Sera. He saw her at the scene and knew that she would be questioned, possibly even assume more so for her actions.

I guess I was right then...Thanks.

Spoiler:
This has me thinking... what if (just what if) Amuro, (if he was really Bourbon) got a mission from Anokata to kill Sera. After all, it's pretty much a given that Sera is Akai's little sister, and because of that, the BO might find her to be a huge threat to the organization. This would tie in perfectly with the Amuro being Scar Akai Theory, as he could've used that disguise to bait her. I know, it sounds crazy, but I think it makes a lot of sense.

why didn't he kill her already? Needs confirmation she is Akai's sister? Because he's already seen her.

Uh... I dunno. XD
Maybe because she was with people and he wants to lure her out? And, you know, give her false hope? (Remember, she was with Ran and Sonoko at the time she first saw Scar Akai.)

Now that I think about it, it could be that Amuro didn't kill her already because he wants to know if she knows where Akai is by appearing as Scar Akai in front of her. Now, will he will actually try to kill her once he realizes she doesn't know where Akai is? That could be interesting.

Hm, I'm not sure if Anokata would have ordered it, but I think that if Bourbon hates Akai as much as he's made to, then it would make sense that he'd want to kill/hurt her. However, what I'm thinking is that (if Amuro is Bourbon) that his plan was kind of like so:
1) Disguise as Akai to lure him out
2) If ^ doesn't work, use the disguise to judge reactions from his collegues to determine if Akai is alive
3) If ^ doesn't work, investigate the Mouri lead (from when Kogoro was almost sniped and Akai showed up)
4) *not necessarily in the plan but was worked in* When someone who may be related to Akai appears, use disguise to lure her out
5) Use the girl as bait to lure Akai out
...so, in short, I don't think Bourbon has any intentions that relate to Sherry As for maybe looking into Agasa, that might just be curiosity (I mean, come on: some old guy who gives gadgets to little kids? Kinda weird if you ask me) Though, anything that has to do with Conan may look like an opportunity to him if he noticed that Sera is constantly hanging around him.

Spoiler:
shoot, your theory is better than mine. XD Also, I'm thinking that Amuro might want to meet with Agasa because Agasa is Anokata but what do I know.
What is Amuro planned, going to Agasa's house to meet Agasa and Haibara while Conan is not around.
Is Sera still under interrogation inside the police station. Since Gosho made Haibara away from DB, delayed the moment of Sera meeting Haibara, so it's OK for Sera appeared in front of DB without Haibara, then Sera may help Conan to save Takagi.

From the look of it, the culprit set the whole thing up to look like Takagi hanged himself. (and witnesses would tell that he was acting strange that day). However someone also gave the kids the i-pad-thingy that shows Takagi.
So
a) the culprit gave it to the children to give it to the police but they gave it to Satou too soon. (very unlikely)
b) the culprit wanted to make this resemble a former "suicide" and thinks the police is responsible (either a police officer killed someone with that method or because they didn't have Conan around that time and thought it was suicide) Takagi was either choosen because he was acting strange (and had that whole "suicide-vibe") or he has connections to the culprit/"incompetend" police officer (perhaps that guy in the flashback?)
c) the guy who installed the cammeras and gave that i-pad-thingy to the children is someone else. Perhaps an accomplice of the murderer who wants to give Takagi and the others a chance or someone who just can't be seen or be recognised or for some other reason doesn't want to be questioned by the police (BO? Vermouth/Bourbon? FBI/CIA? japanese secret police? (I have a plot in the back of my head about Takagi pretty much being the only one in his family not to be part of it) another secret organisation?)
The "trick" the culprit used/would have used is like in that pottery case: Takagi has rope around his neck, he wakes up, rolls to one side and falls, which kills him. (which pretty much lets us throw the theory out of the window that says that the culprit wanted to make it look like a suicide) Luckily, Takagi doesn't seem to have a habbit of rolling to his side as soon as he wakes up *whew*
on a different note: BACKGROUND STORY!!1!!!1 How long has it been since the bomber case? I hope Takagi gets such a cool arc as well. *pretty please with sugar on top*
btw, I think he is stuck with that love for wrestling because of that (dead?) guy/friend/mentor. (come on, can you imagine that coming from anywere else?)
