Purpose?  Further the plot along, but that's a pretty generic answer.  Every character's purpose is that, whether large or small.
I think she's Akai's sister, but I don't think she's there to look for him.  Dunno what she's there for, but I don't think Aoyama'll just repeat Eisuke's storyline.
And unless she just looks young, I highly doubt she's part of any legal organization.  She's a minor, so she couldn't be.  However, I do think she's doing a little freelance.  If she's Akai's sister, then she could have heard what his target is (B.O, of course), and followed it in America, tracing it to Japan.

I guess Sera's just another character, she may somewhat like Heiji that will help Conan conquering those Men in Black..It's a good thing that Conan has a league of detectives that will help him isn't it.?
I'll be out in a while..just planning to spend the last weeks/days of my summer vacation..hehe..'till then.. bye folks.!

i think along these lines too... i see why people fear a repetition of the eisuke story but i don't gosho would pull this off ... or at least not in two consecutive arcs... maybe she heard rumors of her brother working in tokyo atm(don't ask me from who) and therefore followed the news of the area and hit on the kaito kid articles and conan (maybe the toutotower bombing case too) is now (apparently) infactuated with him in one way or the other at least...

and i don't think akai would like to have kids with a rotten apple ;)

I doubt Gosho would try the same exact storyline.  I mean, not even his "mirror" characters are the same.  (Heiji and Shinichi, Kazuha and Ran).
That said, I wouldn't mind Sera being Akai's sister, I just don't want her there to look for him specifically, at least not without a really good reason.  But I'm not too worried about that, she's far more independent than Eisuke.  (They'd make a good couple...Sera as the boy and Eisuke as the girl, though  ;D )
Akai and Vermouth...ewwwwwwwwww

Not that I disagree or anything, I just kind of saw it coming. SeraxEisuke that is. I was kind of fearing that Sera would be brought in just to be in a couple with Eisuke (since he doesn't have Ran and everybody has to have a pair in Gosho land :-\).

Don't get me wrong though: I'd only disapprove if it were canon. As of now, all the power to this idea ;D

Spoiler:
I'm tempted to agree with the current logic that she's Akai's sister, though the last frames of the recent chapter complicate things for me a bit. Sera does mention that deleting is easy when it's just data in reference to Haibara, which is a veiled reference at killing her I would think. Though this could also show her awareness that the BO is after her. :/

Yeah, if Sera was supposed to be have some parallel's with Eisuke, she's very distinguished unlike other characters.

And as for the pairing, this DC, there's a pairing for almost everything with everyone xD

but maybe interprete a bit too much into the panel and she just states something which is quite the fact and doesn't have thoughts that deep as you may want her to have... or maybe it's just me pressing her appearence into someone not evil XD

Spoiler:
According to file 778, we can deduce that Sera is not part of the FBI, but is it enough to deduce that she is Akai's sister? (Camel could have seen her in a stakeout with Akai or something regarding the BO).  Gosho did mention that in the future, Sera and Haibara will face off and there is not much reason to face off if she is Akai's sister

Masumi Sera is probably there on a mission. :|

The question what is exactly her mission is remains a mystery.  ???
