That's what I think too. I oppose to the whole idea because then it's just like any other fantasy genre anime in which the villain tries to gain immortality in order to live forever or the villain brings back to life an ancient city with zombies and he uses them in order to destroy the world. I don't hate these kind of things (given the anime is good) but I don't want such things to be in Conan because it will ruin the whole realistic feeling about it.
Maybe we don't suppose to understand the motive behind the drug, like we never got to understand Naraku's true intentions (One of the most dissapointing villains of all times...)
Some seek to destroy the world, some seek to control. But the point behind an evil organization that no one knows about and odd programs and odd drugs...if you combine all of these things what do you get?
A plot that wasn't thought throughly something we don't suppose to know yet and hopefully everything will become clear.

With all of what Gosho left and never resolved for us, I actually doubt he will remember to reveal everything...
