Um... Better let me get this straight: The following post is no offense, but - meanwhile, I feel like one of the smartest persons worldwide. Why? Because I can't get why there are still people who believe Akai was dead. I don't expect everyone of you to analyze a file like Sanjuro did here, but even without analyzing this scenario you should become suspicious. In my opinion it's so obvious that it's just not Akai who is lying in the car, but the BO member who committed suicide before (the best proof is his mouth). Because of these facts and since it was also explained so often by several people, I can't understand why some people still believe Akai was dead. (Besides, already at that time I couldn't get that because it was pretty obvious and, as I think, deliberately by Gosho). Once again, it's no offense! But that's one point I don't perceive as a matter of opinion, but as facts.
By the way, of all possibilities several people have posted here, the first from thriceplus would fit best. The rest wouldn't fit.
I hope Akai isn't dead, but I have to say that I simply cannot accept that as fact. It's definitely plausible, but I don't see the "proof in the mouth". Could you explain that a bit more, and I'll re-think my position.
BTW, This is my first time seeing Akai's name in kanji, because I didn't even think about his name before. He also has an ichi character! I don't know why it didn't hit me before. Haha. Anyway, as for the significance of that, I'm not really sure.

Conan thought Okiya was Akai since his name Okiya Subaru rearrange parts of it and you get the name "Akai".
Same with Mitsuhiko Tsuburaya and Kisuke Urahara
Possibilities
1. Akai is actually in disguise (likely Okiya), so the Akai at the robbery is a fake, which is why Conan's shocked
2. Akai is really dead, which obviously is shocking, since we generally don't see dead people loitering around the streets
3. Akai is actually alive, but Conan does not know for some reason, hence the shocked face
4. Akai is a zombie, who has been resurrected
5. Both Jodie and Ayumi were actually hallucinating at the exact same time about the same person, Akai, who is actually not present
lol. I'm personally rooting for no. 4 and at chapter 700 DC will turn into a zombie thriller manga!
(just kidding)
it seems like the most plausible explanation is no. 1, Conan thought Akai = Okiya, but now Ayumi said she saw Akai, so he goes "HEEEH?!". Or no. 3, Conan thought Akai was really dead (and he trusts Okiya for some other reason unbeknownst to us) (though I would buy the Holmes-fan reason, seriously).

How can you take Conan's Holmes fan comment seriously after the Holmes Freak Murder Case? Conan was playing his cards close to his chest.
With that said, I have no idea who is who at the moment. Speaking of resurrection, I'm very interested to know how far the development of APTX has gone. Though, I'll be satisfied with anything involving the BO.

1. If Akai at the robbery is a fake, why he want to save Conan if you think that fake Akai is Bourbon or other BO members. If it is Vermouth, it is reasonable for her to save Conan
2. Conan didn't know Akai is dead, right. Eisuke told Conan that someone in FBI is dead, didn't mention Akai, why Conan thinks it's OK, is it because Conan thinks it's OK for Akai's death, he (Conan) can destory BO by himself
3. Why Conan shocked for Akai is actually alive, Conan didn't know Akai is shot by Rena at all

Conan was busy with almost-being-shot if you remember.
I do remember, but when Shuu shot the guy, Shuu still had tape over his mouth, Conan glanced back but couldn't see his face clearly. At the time, the kids were virtually in the same position. Since Ayumi and the others identified the guy as Shuu only with the "sharp eyes", I'm guessing Conan had seen the eyes as well. Even Mitsuhiko recalls the burn on the side of the face, so they must have seen Shuichi within a reasonable distance to recognize him and see that detail. Maybe they the kids identified Shuu while going through the hostages to get to the robbers, but then Conan was with them. After the police arrived, maybe the kids saw Shuu then, at which point Conan was no longer busy with almost being shot, so he should have also seen him. So, it baffles me that Conan didn't notice. I was kind of thinking that Conan was just playing dumb, since I figured he and Shuu had some kind of plan after Shuu died/faked his death/whatever.

Best explanation: They're trying to mislead us
My explanation would have been statistics. LOL. After Akai gets shot, he could either have faked his death or died. With the high amount of uncertainty surrounding the incident, the odds are higher that some people will think one way, and some will think another way due to their personal reasons and biases.
In my case, I love Akai's character, so I'm biased towards hoping he's alive. I'm rejecting theories of Akai's death by reasoning that Akai was clever enough to not get killed like that.

Conan could easily be shocked because of hearing "this" Akai being out in the blue. It could be a fake Akai (trying to be bait to lure a certain someone out). The "burnt" marks increases the suspicion. The bank incident showed him without them. And this one is with him. Soo, knowing Gosho is trying to confuse us here, I wonder if he's trying to disguise something that looks obvious? It could be Bourbon parading around as this "fake" Akai pretending to be Akai. (Rah, brings back bank incident theories.)
There are numerous possibilities where this can go. I had a feeling this case is non-filler since the start of it seemed odd, but it seems to be an interesting arc, nonetheless.

Why do Conan looked so shocked when Ayumi mentioned about Akai Shuichi, Ayumi said was: "There was a familiar guy in the bank, the one who was in the bus-jack incident. At the time of the bus-jack he didn’t have any burn mark, he had a black cap on his head if I remember correctly."
It seems like Conan and Akai didn't plan with each other to play dead at the beginning before Akai was shot by Rena. Then why do Conan thinks it's OK when Eisuke told Conan that someone in FBI was dead.
If Conan thinks that Okiya is Akai in disguise at the beginning, then Akai appears in the bank is something Conan never expect,. Then if the one appeared in the bank is the imposter, then why that imposter saved Conan from being killed by a robber. If that Akai is Vermouth in disguise, it is reasonable for her to save Conan, but if that Akai is Bourbon or other BO member, why he wanted to save Conan.
Or the reason that Conan shocked is because he realized that Okiya and Akai are not the same person but the BO member, Conan feels nervous for making a deadly mistake of letting BO member to live in his house.
