I tried translating the text in the circle. It appears to be a congratulations for DC reaching the 700th chapter, not a proclamation that the B.O. would appear in chapter 700. For reference, I guessed that the kanji shown were the following:

The text in the gold box in the large brackets is clearly the start of "Detective Conan":
名探偵コナン

The text in the gold box below the manga title appears to be "Aoyama Gosho"
青山剛昌

I can only guess at part of the vertical bit in the upper left because of over exposure, but it probably reads something like "threat of the people dressed head to toe in black." However, I don't think it at all implies the men in black will show up in chapter 700. It might be a tagline for the raven chaser.

While only part of the page is visible, I strongly doubt it says the MIB will show up in chapter 700. Of course since we are due for a confrontation chapter, they may very well creep out of the woodwork in chapter 700, but I'm afraid this page doesn't confirm it.

Sometimes it's good to only translate the important parts.... Those are the text top left, talking about a rapid development of the BO-cases. And the box bottom right, which i can't translate, cause one half is missing. But it says "Conan vs. 黒 [...]" and this can be the black from the BO.

I missed the yellow box. The bottom box probably does refer to the men in black, but it doesn't confirm a B.O. case in chapter 700. It is likely that the B.O. will show up soon according to an average of the length of the intervals between previous org chapters. We might get a B.O case in chapter 699 and when chapter 700 rolls around we may still be in the middle of it... I'm just saying that there is no confirmation that 700 marks the start of a B.O. arc. Also I think that the picture of Conan is the same as one of the raven chaser promotional images (I'm not sure though...), so it could also be that part of the page that is cut off is referring to the raven chaser... I sure hope not, but that possibility can't be ruled out until a complete picture is taken. I'm crossing my fingers hoping for a B.O. chapter too...

サソデー... (sasodē...) this part gets cut off, but someone with more japanese experience might be able to figure out if this is the start of a phrase or something... Although now that I think about it, katakana "n" (ン) and katakana "so" (ソ) look pretty similar except for the curve of the second stroke. I can't tell them apart well all the time. Although I think the second kana is "so," if it is actually an "n" then we get the word サンデー (sandē) which sure sounds a lot like "Sunday." My first instinct though is that the kana is "so" though...

Well yeah, as i said before, it could be, but we won't know for sure if we don't get to see the whole pic or file 700 itself. I myself am no fan of speculations and am just translating for the curious guys here.

Presumably when a manga chapter is made, first the main author drafts the chapter in pencil, an editor looks over it the author's collection of assistants help ink it to a finalized version. The magazine collects all the finalized versions and sends them off to print. After the magazines get printed, they get transported to retail outlets where they hit the shelves on the appropriate day. Conan is published in Weekly Shōnen Sunday which comes out on Wednesdays if I remember correctly. (It's ironic the Sunday comes out on Wednesdays...)
So here is the question. What is the length of time between when the author begins drafting and when the magazine hits the store shelves? Has Aoyama Gosho already drafted chap 700 at this point in time? (I mean so that the magazine editors would know what it's about. I assume Gosho has a top secret file of case ideas and plots that go out for months if not years) I am surprised this page has already been created since 700 is slightly more than two weeks out... I thought the time frame between first draft and the publish date was much tighter than this. Could someone elucidate?

I think it's just a "coming soon" teaser that'll show up in the next issue, if it's not a hoax.

I don't know where it's from, it's still a bit early for the next issue to be floating around outside the printers/publisher I think. However, we've had photos of the magazine leaked very early before, like shots of Ran injured after the fall in Shiragami and Shuuichi's death. Some 2chan jokers do hoax pics, too, though.
