Gin runs away from the police/FBI/CIA and decides to commit suicide but in order to not leave any trace of himself, he takes a pill of the drug. An hour later, two officers find a long silver hair boy, lying on the floor with black clothes that are really big on him.

Would not work. He could jump off the PLANET ( I know it got downgraded, But I refuse that downgrading ) Pluto, Land on and go through the SUN and still stay alive, He just too evil to die. I have a feeling that even anti Evil methods would not work on him

The best you might be able to do is Blind him maybe with Goodness, but that would still only temporary.
