I was just re-reading the older cases and in particular the case on the murder of Itakura Saguru. The murderer there had mentioned that he and Saguru had (when they were younger) dreamed of making a Shogi computer program that could beat the Meijin... So possibly, Saguru potentially had the ability to create such a highly intelligent computer.
This reminded me of Haneda Shuukichi. He is attempting to obtain all the Meijin titles (sorry if this is not an accurate way of saying it, I am not so well-versed with the game and the culture). Shogi appears to be a game which requires thinking many steps ahead. Shuukichi also seems to be put about on par with a reasonably competent detective given his intelligence level and Shogi-playing ability.
The point that I am driving at is, perhaps (with Saguru's potential ability to create a program to beat the Meijin) the program that the BO wanted Saguru to create is one which also requires being able to calculate a human being's moves many steps ahead - but not in Shogi, but in police/detective work. i.e. a program to beat even the greatest detective.
it's a bit out there... but if this theory is somewhat close to the truth, maybe therein lies some connection between Haneda Shuukichi and the BO!

Pretty sure Meijin is just one of the 7 or so major Shogi titles, when it's alluded to Shogi.
I guess Shuukichi may be a bit smarter than we've been shown so far if this program is supposed to hype him up or something. Maybe we'll learn about that later on.
Well I guess Conan is the Meijin of detective work, Shuukichi shouldn't have that much experience in dealing with crimes.

The kanji are completly different and Itakura's first name is SUGURU, not Saguru:
(板倉 卓 Itakura Suguru) does not equal (白馬 探 Hakuba Saguru)
There's no relation amongst them: you've just read the name of the GC programmer wrong.
You shouldn't be so quick to jump to conclusions: know that even if Japanese names look very alike to each other when written in Alphabet, their Kanjis have no relationship amongst them.

Plus, Hakuba is from a completely different story, and won't have any relation to the plot at all.

They don't even have the same surname. Sagaru and Suguru are their first names so it wouldn't matter if they were the same. It wouldn't mean anything.
