It might have been mentioned.... However there's really no reason that he couldn't have just put it on the counter instead, it's not like anyone would have seen the comb and been like, "OMG YOU WERE COMBING YOUR HAIR BEFORE? WHAT ARE YOU HIDING FROM ME????????" If that really is the case, which I don't doubt, the pocket thing was likely just an excuse for Gosho to draw attention to it in a completely nonsensical way

Yes this is a dead or as thread, but recent events had changed that.
The current manga have raised doubt about the Okiya being Akai.

After all how can the one person be in two places at one time? Lets look at the possibiles
1) One is KId.
unlikely. The train case he was on a thief. This case has not given hint of KID being near.
2) Vermount
While Vermount has appeared as a male. two questions 1) would she work again the BO? 2) would she hurt conan? After all Conan would be hurt it Akai was killed for real.
3) Yukiko
This to me is the most likely. But then we got a problem. Who did she disguise as either? The current police, not likely as they know nothing or very little about the BO and conan is very likely to keep them out of it. Heiji, I think not as he is too short and the wrong build, it might be possible he could be in the car.
My answer is why not disguise Yusaku as Okiya. After all it is his house and, as a short showed at times he likes to get away from his editors. Also as most of conan's people have never meet him, he be a good decoy as okiya and that way he could be near Conan as they tried once. Remember the simplest answer is other the right one (Occam's razor).
By the way, even though Akai "returned", he might not be akai, he might be Heiji, acting as a stand in. Remember Heiji on BO cases has acted as a stand before, and he does know about the BO.

Anyway, having Heiji dress up as Akai is a REALLY BAD IDEA. Aside from how then it's starting to become a pattern, that Heiji's getting involved in disguise during Org. scenarios and someone in the Org. might notice... There's the issue of Akai. Akai's pretty much got a target on his back. According to James during the Clash of Red and Black, Akai has had to deal with many attempts on his life by the Org. And Akai's supposed to be dead. Why would anyone, particularly Akai himself, let someone dress up as his actual identity, especially at this time?
The Red Shirt case with Bourbon as Scar Akai illustrates the danger: as soon as the Org. got wind of who looked like Akai wandering around, they showed up, were ready to murder Kir, and had snipers at the ready to kill Akai.

You asked a question and now I am going to give a reply. The first question is which if any is Akai? Agree that the car is unlikely to be Heiji. Remember I said "COULD BE" and "MIGHT BE" not is. If Akai is indeed alive then it would be very likely that he is in the car. but you raised a question and now for another answer.

then why would anyone pretend to be Okiya if the org is sooner or later going to take a very close look at Okiya and think they are Akai.
But back to my theory. Note that as far as I can remember Okiya has never acted like Akai. Yusaku makes a perfect decoy as Okiya. He gets away from his editors. He is near his son if needed. He might be making the master plans not Conan. Remember he has shown several times to be smarter than his son. Also note that Gosho has not used him very much. And after all it is his house. Why hide Akai at the one place the BO might again come looking at. Yes Haibara declared him dead. But after her leaving the BO and the BO believing she is back, it is possible that at least Vermouth know she was shunk, that they might start looking into her reports and confirming them. That would lead them right to Shinichi front door. Also Shinichi has appeared in too many cases and there have been too many phone calls from him for the news that Shinichi is alive not to have been leaked out. I can see a very little chance that the BO does not know that Shinichi is alive. Why not put a red herring in Shinichi's house while the real catch is else where. Why would you put the catch in a obvious location, when you can put the decoy there? To me it makes sense that Yusaku was ALWAYS Okiya. It possible since we know so little about his background that Bourbon and Yusaku has history. I am very sure the BO know something about Yusaku, after all it seems like it was a bad secret that Yukiko as the night baroness was little more then a mouthpiece for Yusaku.

Akai has been disguising as Subaru all along, and Yuusaku had been covering for him that day to foil Amuro's plan. And Akai is going back there too. XD
Just trying to stay afloat in the hell that is life..
Two reasons. One to get it in writing so if right no one could say you looked and then typed it. Two I still hope that more red herrings will be thrown so that this manga become less predictable. By the way you must be reading a different one. It did not say in black and white who is coming back and who is being protected. So maybe, just maybe a lovely wrench will be thrown in and this IMO will be come more interesting. IMO if you know what is going to happen then you can just about write it your self. It becomes more fun when the writers throw in twist and pull the rug out from the reader by changing something the reader expect to happen to something else the reader does not expect. This manga IMO needs a lot more surprises. It for me has become very hum drum. Please Gosho, give a lot more red herrings and work more on moving us off track so we can say I did not see that coming. The problem right now is he all but gives it away before he then reveals what everyone already knows. I prefer the ride to be one where I have no idea where I being taken, instead of this current train ride that by looking at the map, you know what the next station will be.
