That would explain why paint was in the drain - like it was cleaned up. How does that work? Settsu wanted to make it look like Rumi got to the bathroom first, posed as the corpse including blood, and then killed the real one once Ran fell unconscious. The red paint in the tub drain was to make it look like fake blood was used. However, if there were no traces of paint on the ground where the body was, then Rumi would be exonerated because Ran would say she saw blood, but there were no paint traces there as evidence for Rumi's trick. Then Rumi could say she had been framed...
