Maybe because he wants to focus on Sera's character, so he doesn't bring a force of police to the case, which makes everyone else other than Takagi and Megure have to be sacrificed.

In these stories too, police doesn't have a big role, thus Miwako will be an over-cast.

they would have to come up with a long arc focusing on the police with some force majeure element so Takagi would propose bec Takagi is so slow and shy with these things. Something like they're in an almost-death situation too, probably. That's what happened with the kiss, after all.

Or yeah, one drunken night... And... the wedding is for social graces and stuff. So Satou won't have a bastard child. I'm totes kidding :p
