I think that what Okiya saw Jodie, and he mistook her for his ex-girlfriend...
Although, in my translation, I referred to Okiya's acquaintance using masculine pronouns sometimes, that does not mean that he is necessarily a man.
Furthurmore, Okiya didn't try to follow Akai at all, but rather take the trouble just to knock up with Jodie. And he said weird stuff about 50-50 chance of people hitting each other...
I think he hit her on purpose, because he wanted to look at her face to make sure if she was the one he was looking for or not...

I must admit that I can't really think since I'm afraid that this scene might be the preliminary end of this case. But this theory sounds plausible and would be typical of Okiya. If the next case starts where this has ended, I'm sure we'll see Conan proudly grinning because he understood what Okiya just said.

Still i agree on the point that it's very suspicious the way Okiya refers to "that person".... Not to mention the misleading teaser *which I'm sure always wrong*
I'd say Okiya is Akai, as Conan always say "Why are you here!" in a serious face.Actually, it seems like Conan's always suprised when Okiya is in some public place. He's always aking Okiya with serious face: "Why are you here!" He's asking him not to be in public, where could be B.O's. If that is the case, Okiya would have been looking for B.O members.
At the tape, he saw that burned Akai, which leads him to go out and check on him. he could be looking for vermouth in the face, or possibly any other members from that burned Akai. He did not see Vemouth(or maybe other B.O member) in that face, so he says it's not the one he thought would be. If he's Akai, hitting Jodie would be in purpose, not letting her out or near burn-marked Akai. He's words about wolves could be hinting Conan that there was wolves, B.O members outside the store trying to get burn-marked Akai.
He could be other person (maybe Burbon, which not make sense in some case), and he saw Akai on the tape. So he says that burn-marked Akai is not actually real deal. He's someone who knew Akai Shuichi for a long time, and cannot miss the face. The serious face on Conan could mean he knows Okiya is someone who is dangerous.
Other possibility,
Okiya Subaru is Akai Shuichi. He didn't tell Conan about that, and he thinks Conan does not know that he's the Akai.
He's Trying to notice Conan that the Akai with burn mark is not who he's thinking. It really seems Conan thinks that burn-makrd Akai is real Akai or someone from B.O act as him, who's dead.
The words about wolves, would be Okiya hinting that wolves, B.O members outside the store, lost easy target of bur-marked Akai because Conan made the chaos, hinting Conan that he knows about B.O.
If it was Vermouth, then he'd be able to reach her by now. They work for the same corporation, after all.
No, I'm still quite solid on the theory that Okiya is Shuuchi. Gosho is really trying to push the 'Bourbon' bit for these past few chapters, but I really don't think it's Okiya.
Shuuichi doesn't really have a scar. The Shuuichi look-alike is nothing more than a fraud; a red haring.
Okiya stopped Jodie because he didn't want her getting in the line of fire as well as helping the B.O. create a solid judgment that the fraud was indeed Shuuichi. Which, in this case, he was not. It would only bring Jodie's death, Kir's death, and the death of an innocent.
He said he recognized a face, but that it wasn't the same as to what he was searching for. He was most likely trying to figure out his look-alike, but in the end, found it to be just a innocent. He would, of course, know his own face for a very long time.
Why Shuuichi ended up sending that text to Kogoro, I still haven't full thought through. Maybe he was Bourbon in disguise? He did seem very careful of his fingerprints. Now, what I would like to know is how 'Shuuichi' was able to send the text without that man noticing. It did seem pretty long. Perhaps he made sure to sneak it away before typing his response and bringing it back to the man? Or perhaps taking it from his pocket?
There is also the possibility that I am wrong, Okiya is Bourbon and... well, it would be strange. He'd be searching for Akai, have a large blood lust for the man as Gin brought up, but yet, he said he saw the wrong person. In this case, I have no clue why this 'Shuuichi' is so intelligent. This doesn't fit at all, in fact... maybe Okiya is Boss and looking for someone completely different? xDDDD
I put this in another thread, but I'll say it here too. (Assuming Okiya = Akai and scar Akai = bourbon) One possible reason why Okiya said he had been mistaken is that he originally thought that the person dressed up as scar Akai was Vermouth since she is known for disguising herself. He realized after seeing scar Akai in person it wasn't her but Bourbon instead.
