I think that the guy with the bomb on him is involved somehow in this case, because he got red on his shoulder
And I think that Okiya has nothing to do with this case. He probably came to the department to buy a hat... You know, it's very sunny and hot out there, so buying a hat would be good idea.

The bomb threat is most likely fake

I'm getting the feeling that this whole case which is being presided by both "fake" Akai and Okiya Subaru is that it's a test for Conan to get a true grasp of his abilities and see the "Sleeping Kogoro"show to find Conan the puppet master in control. Up until now his observation of Conan has been nothing but positive results for and if he sticking around long enough to watch him slip up then the Black Organization have their conclusive evidence that they've been looking for and make Conan face his execution.

I have to disagree. If I was the BO and even thought someone was on to us, even without proof, I would quickly find a way to remove the threat. Again looking into things could bring unwanted attention.

Yeah... The BO would just kill the threat, they are not a court system or serving any justice for that matter... no points waiting for proves to not kill the innocent... That's a good point... if Okiya was really with the BO, body and mind, he'd just kill Conan and everyone to end it all...
