If I remember correctly, you put your hand on the side of a person's neck and when the person says the statement that you think if a lie, see if the pupils dilate or if the heartbeat is different.

Yup exactly, since the act of lying is actually very stressful.  It'll manifest itself physically in body language, voice pitch, pulse, brain activity, eye dilation, etc...

There are many books and sites found online dedicated to this ^^.  They're all good reads.  But really it all goes down to working on your observation skillz and experience.

Works on the same principle as a polygraph, she is feeling for the a change in pulse and signs of perspiration.

Of course this is a much more crude method than using a machine. There has to be a significant change in skin moisture or heart rate to be detectable, something not everyone is susceptible to when lying. I doubt you will get anything more than an extra blink from someone like Gin.  :-\

There's no such thing as a truly accurate way to detect lies. If there was, we'd have need for criminal trials or other similar things.
