Goro and Lupin used to be humans, however Shinichi learned magic from Akako and turned them into a cat and dog, respectively. In revenge, Goro and Lupin turned some dogs and cats into humans, and they are now the Black Organization members you know and love - they are trying to take away Shinichi's magic but unfortunately something messed up, and he is now a kid and doesn't remember anything about magic.
