He was the Kyoto officer there too. He met with Heiji and Conan while they were exploring Kyoto in movie 7. And he was at the murder case as well.

Also, where the hell did he come from anyway?  Not the manga (or the anime) as far as I can remember... I mean, did someone just pull him out of thin air for Movie 7 and then they decided to include him in Movie 13 as well???

Basicly yes.

Gosho didn't created a detective/inspector from Kyoto before, but this story needed one so the trick with "tanabata kyo" could work out. Lucky fo them, there was already a DC movie partly taken place in Kyoto, so they took their own inspector from movie 7 to fill in this Kyoto-inspector-gap.

Hm... you might be right. It seems rather a chipmunk. Oh well, it is almost like a squirell. This reminds me of Chip & Dale. It was my favourite like 17 years ago. XD
